Minister of Construction Tran Hong Minh has just issued an official dispatch directing affiliated Departments, Offices, investors/project management boards to speed up the progress of construction investment projects and promote disbursement of public investment capital in 2025.

Accordingly, the Ministry of Construction requested Project Management Boards 2, 6, 7, 85, Ho Chi Minh Road, Thang Long, My Thuan to promptly complete procedures for selecting contractors/investors to start construction of 5 projects with approved investment projects including: La Son - Hoa Lien, Dau Giay - Tan Phu and My An - Cao Lanh in May 2025. Ninh Cuong Bridge projects (Thang Long Project Management Board), weak bridges and connecting bridges on national highways phase 2 (Project Management Board 2) will start construction in June 2025.

The Ministry of Construction also requested investors to complete approval procedures for Cam Lo - La Son expressway expansion projects in April 2025, study and propose specific mechanisms and policies to strive to start construction in May 2025; expand Ho Chi Minh City - Trung Luong - My Thuan expressway in May 2025 and start construction in the early third quarter of 2025.

The Ministry of Construction requires that for 5 component projects including: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay of the North - South Eastern Expressway in the 2017-2020 period, the project management boards implement the procedures to start the bidding package for the supply and installation of equipment for the intelligent traffic management system, vehicle load control system, and toll collection before April 15, and complete before October 31, 2025.

For component projects of the North-South Eastern Expressway in the 2021-2025 period, project management boards and investors must complete the approval of designs, bidding documents and issue bidding documents for bidding packages for equipment supply and installation by the end of May; complete contractor selection, sign contracts and start construction in June; and complete before October 31, 2025.

To further accelerate the disbursement progress in the coming time, the Minister of Construction assigned the Department of Planning and Finance to take the initiative in advising the Ministry on allocating public investment capital, not allowing projects and works to lack capital; work with relevant agencies of the Ministry of Finance and ministries and branches to report to competent authorities to promptly assign capital plans from increased central budget revenue and other capital, promptly complete investment preparation procedures for projects starting construction in 2025, especially urgent projects such as: Cam Lo - La Son, Quy Nhon - Pleiku...

The Department of Economics - Construction Investment Management and the Vietnam Road Administration must strengthen monitoring, urging and directing investors/project management boards to proactively and promptly grasp difficulties and problems to advise the Ministry's leaders to proactively work with localities to remove difficulties and problems.../.
