Minister of Information and Communications Nguyen Manh Hung has just reported to the National Assembly and National Assembly deputies on the results of implementing Resolution No. 75/2022 on questioning activities related to the field of information and communications.

In the group of tasks in the field of press and propaganda, the Ministry of Information and Communications has implemented many solutions on management, provision and use of Internet services and online information.

Remove tens of thousands of illegal information

Recently, the Ministry of Information and Communications has directed specialized units to regularly scan, detect, handle, prevent and remove tens of thousands of pieces of information that violate the law. In particular, violations mainly include fake news, bad and toxic information that propagates against the Party and the State, defamation, slander of the reputation, honor and dignity of organizations and individuals, and illegal advertising...

Along with that, the Ministry has fought and requested cross-border platforms, typically Facebook, Google, Tik Tok, Apple, Netflix to prevent and remove toxic content, fake news, untrue news, false advertising, offensive content, etc.

The Ministry has also requested businesses providing cross-border social networking services such as Facebook, Google (Youtube), TikTok... to block and remove tens of thousands of violating contents; remove groups with unhealthy and harmful content for children; remove 11 fake accounts of individuals and organizations; prevent reactionary Youtube channels from being accessed from Vietnam's territory...

From January 1 to March 29, Facebook blocked and removed more than 1,096 posts containing malicious information (93%); Google removed 1,670 violating videos on Youtube (93%); TikTok removed 323 violating links, locked 47 accounts and channels that regularly posted malicious content (91%).

In addition, the Ministry operated the tingia.gov.vn Portal and received more than 5,500 reports. Of these, 1,642 were verifiable; 880 were about bad and toxic news; 962 were about false news, news that did not match the content of the report, and news that was not handled by the right authority; and 933 were about online financial fraud.

The Ministry has promptly announced many fake news and untrue news, promptly preventing the spread of fake news and untrue news.

Will manage Tiktok's algorithm

In the coming time, the Ministry of Information and Communications will study international experience on algorithm management solutions for cross-border social networking platforms, especially Tiktok.

From there, the Ministry of Information and Communications proposed solutions for implementation in Vietnam (tightening management, requiring the provision of content suggestion algorithms to the Government to monitor data collection, prevent addiction, and direct information to users...).

The Ministry of Construction plans to comprehensively inspect the operations of Tiktok Vietnam Technology Company Limited (Tiktok Social Network), expected to be implemented in May 2023.

At the same time, strengthen the direction, orientation and management of information on the network environment, especially on cross-border platforms. Maintain a high rate of blocking and removing harmful content (93%).

At the same time, strengthen the fight to block the activities of accounts, groups, pages, and channels with violating content on cross-border platforms; pilot the monitoring and inspection of cross-border platforms that do not have an office in Vietnam.

Another important content that the Ministry is also interested in is researching and developing automatic tools to scan for cross-border advertising violations.

In addition, the Ministry will organize, coordinate, and handle artists and KOLs who violate the law after the Ministry of Culture, Sports and Tourism issues the Procedure for handling people working in the art field who violate the law.

On December 30, 2022, the Ministry submitted a document to the Government requesting opinions on the draft Decree to replace the Decree on management, provision and use of Internet services and online information.

Including additional regulations such as: Requiring domestic social networks and cross-border social networks to identify users and provide user identification information to authorities upon request.

Only identified accounts (authenticated accounts with real name and phone number) can post, comment, and use the livestream feature.

The social network owner is responsible for identifying users, managing livestream content, and is responsible for removing it within 3 hours upon request.

Cross-border social networks only allow channels/accounts registered with the Ministry of Information and Communications to provide revenue-generating services.

The draft also adds regulations to encourage the development of domestic social networks; regulations on blocking and removing information that violates the law at the request of the Ministry...

After receiving the Government's approval, the Ministry of Information and Communications is coordinating to develop and complete it to submit to the Government in the second quarter of this year.

The Ministry of Information and Communications has launched a nationwide malware removal campaign in 2022. Thereby, it detected, prevented and handled 76 websites specializing in spreading and installing malware on people's computers, phones and mobile devices through jailbreaking software.

In addition, the Ministry has discovered and requested service providers to block connections to 915 server addresses controlling botnet networks in Vietnam.

According to the Ministry of Information and Communications, the recent leakage of personal data in Vietnam is mainly due to two reasons.

Specifically, the cause is due to technical factors: Information systems collect, process, and store users' personal data but do not ensure network safety and security, leading to attacks and exploitation.

Causes due to non-technical factors: Organizations and businesses collect, process users' personal data and share it illegally with third parties; or third parties collude with data management staff of organizations and businesses; or collect through creating websites and social network accounts to collect; entice people to provide when people themselves are also careless, arbitrary and proactive in providing their personal information.
