However, without a unified assessment system, that internal strength is easily dispersed, making it difficult to standardize quality. Question compilation teams need to be properly trained in how to design questions in a competency-based way, and there needs to be a professional review board to ensure the accuracy and appropriateness of each question.

In addition, student data after each exam needs to be stored and analyzed, thereby helping schools and managers have a more objective view of the quality of education in each region and each school.

In practice, some localities have implemented a common question bank for the whole province and initially achieved positive results. The test questions have been upgraded in terms of differentiation, reducing standard deviations between schools, students no longer memorize but focus on thinking. More importantly, the psychology of parents and society has gradually changed, with more trust in fairness in exams. This is a practical lesson that newly merged provinces can completely study, learn from and adjust to suit their conditions.

A lively, scientific and constantly updated question bank not only serves exams, but is also a "companion" of teachers on the teaching journey. It provides data, suggests orientation, and reflects the true learning ability of students. Furthermore, the question bank is the first step towards provincial level exams, where students are evaluated fairly and transparently, and teachers are recognized for their true abilities through teaching effectiveness.

An education system that wants to develop must be built on fairness, transparency and real quality. If the test bank is genuine, it is the key to open that door.
