Organizing party organizations in economic groups, corporations, and commercial banks

Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 208-KL/TW (dated November 11, 2025) of the Politburo and Secretariat on the arrangement of party organizations in economic groups, corporations, and state-owned commercial banks.

Conclusion stated at the meeting on October 31, 2025, considering the proposal of the Central Organizing Committee on amending and supplementing Regulation No. 60-QD/TW, dated March 8, 2022 of the Secretariat on party organizations in corporations, general companies, and state-owned commercial banks (Submission No. 400-TTr/BTCTW, dated October 29, 2025), the Politburo and the Secretariat concluded as follows:

1. Agree on the policy of arranging party organizations in economic groups, corporations, and state-owned commercial banks, specifically as follows:

(1) Reorganize the parent company party committees of 18 economic groups and corporations in the direction that the parent company party committees only retain the subordinate party organizations in the departments, offices, companies, and units under the headquarters and in a number of enterprises and member units with headquarters located in the same area as the headquarters in Hanoi or Ho Chi Minh City (Appendix 01); at the same time, transfer all party organizations in other units and enterprises under the economic groups and corporations to be directly under the Party Committees of communes and wards where the units and enterprises have their headquarters.

(2) Reorganize the Party Committees of 4 State-owned commercial banks in the direction of only retaining the Party organizations in the departments, offices, companies, and units under the headquarters and the Party organizations in the branches and affiliated units headquartered in Hanoi (Appendix 02); at the same time, transfer all Party organizations in other units and branches of State-owned commercial banks to be directly under the Party Committees of communes and wards where the units and branches are headquartered.

(3) Continue to implement the Party organization model in 12 economic groups, general corporations, and enterprises with special characteristics (Appendix No. 03) and the Party organization model of the Shipbuilding Industry Corporation, which is leading and directing the implementation of the Politburo's conclusion on the dissolution and bankruptcy of enterprises; after completion, the Party organizations of enterprises and member units will be transferred to the direct management of the Party Committees of communes and wards where the enterprises and member units have their headquarters.

2. Agree to transfer 30 party organizations in economic groups, corporations, and state-owned commercial banks directly under the Government Party Committee (Appendix No. 04) to be directly under the Party Committees: Ministry of Finance, Ministry of Construction, and State Bank.

3. Agree to pilot implementation: Party committees of economic groups, corporations, and state-owned commercial banks directly under the Party committees of ministries and ministerial-level agencies with 400 or more Party members are allowed to pilot the assignment of authority to higher levels. The functions, tasks, powers, and organizational structure of Party committees assigned authority to higher levels shall be implemented according to Regulation No. 87-QD/TW dated October 28, 2022 of the Secretariat. In the immediate future, the grassroots Party organizations in enterprises and member units of the Party committees of economic groups, corporations, and state-owned commercial banks shall be maintained when they are transferred to the Party committees of ministries and ministerial-level agencies.

4. Agree to transfer party organizations in local state-owned enterprises that are under the direct control of local Party Committees to the Party Committees of communes and wards where the enterprises, units, and branches have their headquarters.

5. Implementation

5.1. Assignment to the Government Party Committee:

- Lead, direct, and implement the reorganization and transfer of Party Committees of economic groups, corporations, and state-owned commercial banks to the direct management of the Party Committees of the Ministry of Finance, the Ministry of Construction, and the State Bank.

- Lead and direct Party Committees of ministries and ministerial-level agencies to receive, arrange, consolidate, and pilot the delegation of authority to grassroots levels for Party Committees that meet the conditions stated in Section 3 of this Conclusion.

- Coordinate with provincial and municipal Party Committees to transfer Party organizations belonging to Party Committees of economic groups, corporations, and state-owned commercial banks to directly manage Party Committees at commune and ward levels.

The above contents must be completed before December 31, 2025, and the implementation results must be reported to the Politburo and the Secretariat before January 5, 2026 (through the Central Organizing Committee).

5.2. Assign provincial and municipal Party Committees:

- Lead and direct the arrangement and reorganization of party organizations in local enterprises and transfer them to the direct management of commune and ward level Party Committees. - Coordinate with the Government Party Committee to receive party organizations belonging to the Party Committees of economic groups, corporations, and state-owned commercial banks to be directly under the commune and ward level Party Committees.

5.3. For the time being, do not amend or supplement Regulation No. 60-QD/TW, dated March 8, 2022; assign the Central Organizing Committee to continue researching and advising the Secretariat to issue Regulations on Party organizations in state-owned enterprises to replace Regulation No. 60-QD/TW, dated March 8, 2022, ensuring consistency and conformity with the Resolution of the Politburo on the state economy and the arrangement of state-owned enterprises; urge, inspect, and synthesize the results of the implementation of the Conclusion, and report to the Politburo and the Secretariat.
