In Resolution 60 of the 11th Conference of the 13th Central Executive Committee, the Central Committee agreed that the number of provincial-level administrative units after the merger would be 34 provinces and cities (28 provinces and 6 centrally-run cities).

In which, Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City were merged, named Ho Chi Minh City. The political - administrative center is located in Ho Chi Minh City today. All three localities are located in the key economic region of the South of our country.

After merging provincial administrative units, Ho Chi Minh City will become a "super city" with economic indicators leading the country.

According to preliminary data from the General Statistics Office, the scale of GRDP (total regional product) at current prices in 2023 of Ho Chi Minh City will reach more than 1,613 trillion VND, nearly 3.4 times higher than the GRDP of Binh Duong province (477,119 billion VND) and 3.9 times higher than the GRDP of Ba Ria - Vung Tau (410,221 billion VND).

The total GRDP of these three localities is estimated to reach more than 2.5 million billion VND, accounting for about 24.22% of the total economic scale of the whole country in 2023.

Regarding domestic budget revenue in 2023, Ho Chi Minh City will initially reach about 302,419 billion VND, Binh Duong will reach 53,246 billion VND and Ba Ria - Vung Tau will reach 39,445 billion VND.

Compared to the total domestic budget revenue of the whole country in 2023 according to the report announced by the Ministry of Finance, these 3 localities account for nearly 26.86%.

Regarding GRDP per capita , according to preliminary statistics in 2023, all three localities have GRDP per capita higher than the national average (102.9 million VND/person/year).

Specifically, the average GRDP per capita of Ho Chi Minh City reached 170.6 million VND/person/year, Binh Duong reached 169 million VND/person/year.

Meanwhile, the average GRDP per capita of Ba Ria - Vung Tau reached 345.4 million VND/person/year, about 3.36 times the national average, 2 times that of Ho Chi Minh City and 2.04 times that of Binh Duong.

Regarding foreign direct investment (FDI) attraction , preliminary data for 2023 shows that Ho Chi Minh City has 1,234 licensed FDI projects with registered capital of 5.985 billion USD; Binh Duong has 140 projects with registered FDI capital of 646 million USD and Ba Ria - Vung Tau has 21 projects with registered capital of nearly 1.376 billion USD.

The total registered FDI capital of these three localities in 2023 will reach more than 8 billion USD, accounting for 20.34% of the total registered FDI capital of the whole country.
