Minister of Transport Nguyen Van Thang said that there will be 3 railway lines connecting Long Thanh airport ( Dong Nai ) and Ho Chi Minh City, including the North-South high-speed railway line.

It is expected to take about 6 months to complete flight route number 3.

This afternoon (November 20), the National Assembly discussed adjusting the investment policy for the Long Thanh International Airport project in Resolution No. 94/2015/QH13 of the National Assembly.

National Assembly deputies expressed high agreement with the Government 's proposal to add investment in an additional runway to phase 1 of the project (runway number 3) and extend the completion time to 2026.

Appreciating the efforts of the Government, the Ministry of Transport, Vietnam Airports Corporation (ACV), contractors and workers who have been actively working day and night at the construction site to speed up the implementation progress, delegate Tran Hoang Ngan (HCMC delegation) agreed to add investment in the Northern runway No. 3 to phase 1 of the project.

Delegate Ngan also agreed to extend the completion time of phase 1 of the project to the end of 2026; allowing the Government to organize the approval of the adjusted feasibility study report of phase 1.

Explaining further to the delegates, Minister of Transport Nguyen Van Thang said that the total investment of phase 1 of the Long Thanh International Airport project is 109,111 billion VND. Of which, the 3rd component project invested by ACV has a total investment of 99,019 billion VND, equivalent to 4.23 billion USD.

Currently, component project 3 has a surplus of about 3,908 billion VND. All ongoing and upcoming projects of component project 3 have been allocated appropriate reserves.

Therefore, using about VND 3,304 billion/VND 3,908 billion from savings and reserves to invest in runway No. 3 does not affect other projects and does not incur additional costs leading to the need to carry out project adjustment procedures.

"Currently, ACV has mobilized enough 4.23 billion USD for investment, of which ACV's own capital is about 2.43 billion USD and commercial loans from commercial banks are 1.8 billion USD," said the Minister of Transport.

Regarding the progress of the project of runway 3, the Government estimated the preparation time to be no more than 12 months, but Minister Nguyen Van Thang said it is expected to take only about 6 months.

The maximum construction time is about 12 months, similar to runway 1. Thus, after the National Assembly approves at this session, runway 3 will be completed at most on September 2, 2026.

Many types of transportation connect Long Thanh airport with Ho Chi Minh City

Minister Nguyen Van Thang informed that during the process of preparing for the project investment as well as during the process of establishing national plans for the transport sector, the Ministry of Transport has also planned and is synchronously investing in the transport system connecting the center of Ho Chi Minh City and neighboring areas to Long Thanh International Airport.

As planned, there will be 3 railway lines connecting Long Thanh Airport - Ho Chi Minh City.

Regarding roads, investment is currently being made to expand the Ho Chi Minh City - Long Thanh expressway and the Government is assigning VEC to carry out procedures to increase from 4 lanes to 8 lanes and 10 lanes, expected to be implemented and completed in 2027.

In addition, the construction of Ho Chi Minh City Ring Road 3, expected to be completed in 2026, will help connect Ho Chi Minh City to Long Thanh.

And the Ben Luc - Long Thanh expressway, which helps connect the southern area of ​​Ho Chi Minh City, is also expected to be completed in 2025.

Bien Hoa - Vung Tau Expressway will help connect the northern areas of Ho Chi Minh City.

Regarding railways, Minister Nguyen Van Thang also said that there are 3 connecting railway lines, including the North-South high-speed railway line, from Thu Thiem station to Long Thanh station.

Currently, the Ministry of Transport is completing a pre-feasibility study report on the light rail line connecting Thu Thiem station (HCMC) to Long Thanh station (Dong Nai) to call for investment, and is expected to invest in the form of public-private partnership (PPP), with state capital participating.

In addition, there is also a planning for a railway route connecting Tan Son Nhat International Airport to Thu Thiem station.
