Accordingly, the Ministry of Public Security plans to identify house and apartment numbers to determine how many properties each person owns. At the same time, it will deploy a national real estate trading floor that allows identification of individuals and organizations trading. This will help make the real estate market transparent.

To identify real estate, it is necessary to identify the house number and the property owner of those real estates. Therefore, identifying the house number and apartment number will help clarify how many real estates the property owner has (house address, apartment number). From there, create a real estate identification network associated with each citizen, for other intermediary units to exploit and use.

Previously, Resolution 164 dated October 4, 2023 of the Government assigned the Ministry of Construction to preside over and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Culture, Sports and Tourism, and the Ministry of Public Security to research and develop a unified solution for house numbering management, numbering and attaching house number plates, and guide the People's Committees of provinces and cities to deploy and implement.

Identifying house and apartment numbers is expected to help make the real estate market transparent.

Currently, the Ministry of Construction and the Ministry of Natural Resources and Environment are the two state management agencies in charge of building data on house numbers and housing, with the goal of specifically numbering each house, apartment or plot of land according to a unified rule. From that rule, the Ministry of Public Security collects a database of house numbers, combined with information collected from People's Committees at all levels, on the principle of standardizing data to identify house numbers.

The Ministry of Finance is also studying and developing a draft law on real estate tax, including research on taxes on second homes and taxes on vacant houses and land. The draft law on real estate tax, expected to be added to the 2024 law and ordinance development program, will be submitted to the National Assembly for comments at the 8th session (October 2024) and approved at the 9th session (May 2025).

Regarding this issue, the Ho Chi Minh City People's Committee has proposed to increase the tax rate on non-agricultural land use for residential land to no more than 5 times the current tax rate. At the same time, increase the personal income tax rate from the transfer of the second or more real estate but not more than 2 times the current rate.

According to Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, the real estate market is currently not transparent because the national big data database has not been fully built. The data has not been connected between sectors. To implement this data, it is necessary to complete Project 06 (building big data) that the Ministry of Public Security is working on. Implementing this project 06 goes hand in hand with building e-government and e-government. In project 06, information about the real estate market is only a part. This project is part of the Government's general direction to ensure that there are individual databases in all fields.

When all personal information is integrated into Project 06, each individual will only have one personal identification number. Previously, each individual used many types of documents to be able to buy real estate in different places, no one knew, but now it is all under one "source". At that time, just looking up the personal identification number, all assets will appear. Authorities will know how many houses and real estate each individual has; which house is being lived in, rented out or abandoned. At that time, the tax industry will control using the big data database to tax each type of real estate. This is to make the market transparent and help the State manage effectively. But which industry must have laws to manage to what extent, so that each individual's data is not leaked, such as how the tax industry manages to what extent, how much finance manages to what extent, how much real estate... In the future, the law requiring real estate purchases to be paid through the bank will also help make the market transparent.

"Thus, the signing between the Ministry of Public Security and Vietnam Post Corporation is the first step. Later, it will be signed with other ministries and branches for overall management. When big data is available, the state will clearly understand all real estate transactions of the people. Project 06 aims for a society with strict and transparent state management. At that time, everyone will have to be honest, open, and transparent in everything," said Mr. Chau.
