Will amend regulations on selection standards and calling citizens for military service

The Ministry of National Defense has responded to the petition of voters of Da Nang city sent by the Petition Committee according to Official Dispatch No. 907/BDN dated August 1, 2023.

“Voters reflect that in the past, the selection of citizens for military service had some specific requirements such as: qualifications, education, health, no tattoos... In fact, some young people took advantage of this regulation to carry out tricks to not meet the standards for military service, avoiding military service. Voters recommend that the Ministry of National Defense and related sectors study and have specific measures to overcome the above situation”, the content of the petition of voters in Da Nang city.

Regarding this issue, the Ministry of National Defense said that the Law on Military Service (NVQS) 2015 was passed by the 13th National Assembly, 9th Session on June 19, 2015, effective from January 1, 2016; together with the documents detailing the guidance of the Law issued, it has created a legal corridor, enhancing the effectiveness of state management of NVQS.

However, the process of implementing the selection and calling of citizens to join the army has revealed a number of problems, inadequacies, and difficulties in organization and implementation as reflected by voters.

In reality, the rate of young people with refractive eye disorders is increasing, especially young people with university or college degrees and young people in urban areas.

Some citizens have taken advantage of the regulations on tattoos, before the time of the recruitment examination, or after the preliminary selection, knowing that they meet the criteria for military service, intentionally tattooed images or words on their bodies to avoid performing military service, causing public outrage.

Therefore, to ensure fairness and strictness of the law, it is necessary to study and amend regulations on military enlistment standards for citizens to suit reality.

Implementing the direction of the Prime Minister in Official Dispatch No. 924/VPCP-NC dated February 12, 2022 of the Government Office on assigning the Ministry of National Defense to prepare a proposal to amend and supplement the Laws and Decrees related to the Law on Military Service 2015 in accordance with the Law on Promulgation of Legal Documents 2020. The Ministry of National Defense has summarized the implementation of the Law on Military Service 2015, prepared a dossier to propose the development of a Law amending and supplementing the Law on Military Service 2015 to report to the Government, submit to the National Assembly for consideration, approval and inclusion in the law and ordinance development program of the 15th National Assembly term.

In response to voters' opinions, the Ministry of National Defense assigned the Steering Committee and the Research Team to propose the drafting of the Law amending and supplementing the Law on Military Service in 2015 to study, synthesize related content and report on proposals to amend and supplement the Law on Military Service in the coming time.
