Tighten management of aquaculture in seaport waters

From April 10, Decree 34/2025 of the Government amending and supplementing a number of regulations in the maritime sector officially took effect, tightening conditions for mineral exploitation, fishing and aquaculture activities in seaport waters.

According to the new regulations, these activities are only allowed if they do not affect maritime safety, security and environmental protection; and must be licensed by competent authorities and consulted with the regional maritime port authority.

Notably, the decree stipulates that provincial People's Committees coordinate with port authorities to handle cases of aquaculture that obstruct maritime traffic.

The setting of bottom traps, fishing and aquaculture in port waters must be approved by the port authority, with a term of operation not exceeding 2 years. In case of disapproval, the competent authority must respond in writing and state the reasons.
