'Tightening' management of goods origin

On April 15, 2025, the Ministry of Industry and Trade issued Directive 09/CT-BCT on strengthening state management of inspection and supervision of goods origin in the new situation.

Directive 09/CT-BCT clearly states that currently, the international trade situation is complicated, fast, unpredictable, strategic competition is increasingly strong, especially sensitive when the US applies reciprocal tariff policies to many countries in the world including Vietnam.

Meanwhile, escalating trade tensions have led to trade fraud, in which fraud in the origin of goods tends to increase and become more complex to avoid sanctions that countries will apply to imported goods.

In order to adapt to the new situation, promote balanced and sustainable trade and ensure harmonious interests in implementing FTAs ​​and international commitments, the Minister of Industry and Trade requested affiliated units and C/O issuing agencies to synchronously deploy tasks.

In particular, the Import-Export Department is assigned to preside over the development and completion of legal documents related to the issuance of C/O according to new regulations, ensuring smooth operations of granting preferential and non-preferential C/O, REX, CNM. Coordinate with relevant units to strengthen supervision and verification of the origin of imported goods, especially raw materials for producing export goods. Direct C/O issuing organizations to strengthen inspection of origin criteria, prevent fraud, illegal transshipment, and protect the reputation of Vietnamese goods.

The Legal Department coordinates to build a legal framework in accordance with the Law on Organization of the Government and Local Government 2025. Together with the Import-Export Department, the Trade Defense Department, and the Customs Department, strengthen inspection and verification of goods origin.

The Department of E-commerce and Digital Economy upgraded the eCoSys system, added data processing features, promoted digitalization, and simplified C/O issuance procedures.

The Foreign Market Development Department directs the Vietnam Trade Office to update information on regulations of origin in host countries and coordinate with units to provide policy information to serve origin control.

The Department of Domestic Market Management and Development has stepped up inspection and handling of the use of smuggled raw materials and goods of unknown origin to produce export goods. Coordinated with the Department of Industry and Trade of localities and the Department of Import and Export to inspect and handle violations.

The Trade Defense Department performs tasks under Project 824/QD-TTg and Plan 2094A/QD-BCT on combating evasion of trade defense measures and origin fraud.

Meanwhile, the Multilateral Trade Policy Department is required to monitor and handle problems related to rules of origin in FTAs, and propose measures to ensure compliance with international commitments. The Ministry Office and relevant departments and bureaus coordinate with the Import-Export Department according to assigned functions. C/O issuing organizations strictly carry out the issuance, inspection and verification of origin.
