The Department of Education and Training must be responsible before the law when choosing textbooks.

On May 22, the Hanoi People's Committee issued Decision No. 2575 on authorizing the Department of Education and Training to approve the list of textbooks selected byeducational institutions in Hanoi.

The Department of Education and Training will be responsible before the law and the City People's Committee for implementing the authorized content in accordance with regulations.

Approving the list of textbooks is the authority of the Provincial People's Committee according to regulations of the Ministry of Education and Training .

According to Circular 27 issued in 2023 by the Ministry of Education and Training, the process of selecting textbooks in educational institutions will start at the school.

Based on the textbook selection council's plan and textbook selection criteria, the heads of professional groups will organize all subject teachers of the educational institution to participate in selecting textbooks for that subject.

From the selection results of the professional groups, the school council meets to discuss and evaluate. Then the school prepares a textbook selection file and sends it to the Department of Education and Training (for primary and secondary schools) or the Department of Education and Training (for high schools).

At the step of evaluating and approving textbook selection results, the Department of Education and Training and the Department of Education and Training evaluate the records of educational institutions under their management, then synthesize the results, create a list of textbooks and submit it to the Provincial People's Committee.

Finally, the provincial People's Committee makes a decision to approve the list of textbooks selected by educational institutions.

Circular 27 stipulates that provincial People's Committees must publicly post a list of approved textbooks for use in local educational institutions. At the same time, educational institutions must notify teachers, students, and parents of this list before April 30 every year.

Before Circular 27, textbook selection was implemented according to Circular 25 of 2020, the authority to select textbooks in schools belonged to the Provincial People's Committee.
