Department of Science and Technology summarizes 9 months and deploys key tasks for the fourth quarter of 2024
(Haiphong.gov.vn) - On the afternoon of September 26, the Department of Science and Technology (DOST) held a preliminary review of 9-month work and deployed tasks for the fourth quarter of 2024. Attending the meeting was Vice Chairman of the City People's Committee Hoang Minh Cuong.
At the Conference, Deputy Director of the Department of Science and Technology Nguyen Dinh Vinh and Deputy Director of the Department of Science and Technology Pham Thi Sen Quynh said: In the first 9 months of 2024, the Party Committee of the Department of Science and Technology (DOST) continued to thoroughly grasp and promote the work of the Party and State, and to lead the entire Party Committee to seriously implement the Resolutions, guidelines and policies of the Party and State, to deploy political tasks according to the annual work plan and program assigned by the Ministry of Science and Technology, the City People's Committee, and the Chairman of the City People's Committee; to comprehensively lead and direct all aspects of the Party Committee's work. Regarding the implementation of political tasks assigned by the City Party Committee, People's Council, City People's Committee and the Ministry of Science and Technology in 2024, the Department of Science and Technology carried out on schedule, of which 195/225 tasks were completed, 30/225 tasks were being carried out, and no tasks were overdue.
Complete the organization of the Advisory Council to determine the tasks for 2023 - 2024 under the New Rural Program, the Advisory Council for the list of tasks for 2024 to have a basis for implementing the city's technology research and development tasks for the fourth quarter of 2024 and 2025.
Completed 2/3 sessions connecting technology supply and demand with organizations and enterprises of Korea and Japan; successfully organized a survey delegation to connect technology supply and demand in China.
Successfully organized the Techfest event connecting the Northern Coastal region in Hai Phong; completed the selection and is implementing support for 08 innovative startup projects and ideas in 2024 in the city; completed the calculation of the local innovation index according to the instructions of the Ministry of Science and Technology .
Complete the task of reviewing and recognizing 63 initiatives of departments, branches, sectors, districts and towns in 2024 (exceeding 126% of the set target) ; conduct phased inspections for 67/67 products that have been protected in terms of geographical indications, collective trademarks, and certification trademarks for key products, specialties, and craft village products in 4 districts and towns in the city.
The work on Quality Measurement Standards management has been focused and effective, advising the City Party Committee to develop and promulgate a quality management process according to Vietnam Standard ISO 9001:2015 at the City Party Committee Office. Bringing practical effectiveness to districts, wards and communes when applying and implementing Vietnam Standard ISO 18091:2020 and National standard ISO 37001:2018 on anti-bribery at the Department of Science and Technology.
Organized a conference to deploy the Program of coordination of science, technology and innovation activities for the period 2022-2025, with a vision to 2030 between the Ministry of Science and Technology and the People's Committee of Hai Phong City in 2024 and organized the signing of cooperation agreements with many agencies and units across the country.
Party building work was carried out synchronously and effectively, with many new points; directives and resolutions from higher levels were thoroughly grasped and implemented promptly, fully and creatively, especially the study of Directive No. 05 and Conclusion No. 01 of the Politburo; preparations for Party Congresses at all levels; 100% of Party cells registered to build the model of "Skilled Mass Mobilization...
To complete the tasks set out in 2024, the Department of Science and Technology sets out a number of key tasks and solutions for the last 3 months of 2024, specifically as follows:
Focus on completing the review, assessment and overcoming the consequences of storm No. 03 in 2024 (YAGI) at the headquarters and units under the Department of Science and Technology, assessing the damage caused by storm No. 03 to the city's science and technology sector. Strive to complete in October 2024.
Continue to advise and submit to the City People's Committee to promulgate and amend legal documents related to the sector's activities according to practical requirements (Regulations on expenditure norms for science and technology tasks, Coordinate with the Department of Finance to submit to the authority to purchase assets related to science and technology tasks). Strive to complete and submit to the City People's Council at the thematic session in November 2024.
Continue to complete and submit to the City People's Committee the tasks of "Project to build Hai Phong into an international center for training, research, and application of marine science and technology" and "Program for developing marine science and technology in Hai Phong city until 2030". Strive to complete in November 2024.
Continue to review and arrange the apparatus according to functions, tasks and job position plans to ensure effectiveness and efficiency. Strive to complete before November 2024.
Promote administrative reform, including urgently completing software for KPI (Performance Evaluation Index) assessment to replicate and apply in the City. Strive to complete before November 2024.
Continue to deploy and manage the Plan to apply TCVN ISO 18091:2020 standard in 09 district-level localities of Hai Phong city.
Focus on completing the disbursement plan through the Department of Science and Technology to ensure transparency and efficiency. Strive to complete before December 15, 2024.
Actively coordinate with the Ministry of Science and Technology to successfully organize Techfest Vietnam 2024 in Hai Phong city. Strive to complete in 2024
Promote, improve quality, efficiency, and synchronously deploy activities of goals, targets, tasks, and solutions in Decision No. 01/QD-SKHCN dated January 8, 2024 and Decision No. 113/QD-SKHCN dated May 14, 2024. Strive to complete before December 15, 2024.
Speaking at the Conference, Vice Chairman of the City People's Committee Hoang Minh Cuong acknowledged and commended the results, efforts and endeavors of the team of cadres, civil servants, public employees and workers of the City's Science and Technology Sector in the first 9 months of 2024. The Vice Chairman of the City People's Committee requested that in the last months of the year, the Department of Science and Technology continue to focus on reviewing, evaluating and overcoming the consequences of storm No. 3 on the Science and Technology Sector. The Department continues to strengthen leadership and direction in implementing the policies of the Party, State, Ministry of Science and Technology, City Party Committee, People's Council and People's Committee on Science and Technology and innovation, focusing on completing the disbursement plan for expenditures through the Department of Science and Technology to ensure transparency and efficiency; Implement scientific research and technology development programs to serve the cause of industrialization, modernization and international integration of Hai Phong city in the period of 2021-2025 according to the motto of taking application as the main focus, combining application with technology development, especially in a number of new industries and fields with potential and strengths; effectively implement science and technology programs and plans set out by the city in 2024, striving to complete the city's assigned targets and tasks on science and technology and innovation by December at the latest; closely coordinate with the Ministry of Science and Technology to successfully organize Techfest Vietnam 2024 in Hai Phong; continue to research and propose specific tasks to effectively implement the Program of coordination of activities on science and technology and innovation between the Ministry of Science and Technology and the City People's Committee.
