Accordingly, since the beginning of 2025, the rabies epidemic situation in the province has been very complicated. There have been 3 deaths due to rabies and 19 cases of rabies in dogs recorded in 12 communes of 5 districts, leading the country in the number of rabies outbreaks in animals.

The Department of Agriculture and Environment assessed that the rabies epidemic is increasing rapidly and complicatedly in two neighboring districts, Cam My (3 cases of rabies in animals) and Long Thanh district (10 cases of rabies in animals, 2 deaths in humans). In particular, the situation of dogs running free makes the risk of disease outbreak and spread very high, directly threatening public health.

To implement disease prevention and control measures in accordance with regulations, the Department of Agriculture and Environment requests the Chairmen of the People's Committees of districts and cities to direct their affiliated units to strengthen the management of dogs and cats; accurately count the number of households raising dogs and cats and the total herd of dogs and cats; and direct the thorough handling of the situation of stray dogs in each commune-level area.

At the same time, instruct and require household owners to commit to declaring and keeping dogs and cats, ensuring veterinary hygiene conditions, and not affecting people around them. Vaccinate dogs and cats against rabies to ensure a rate of over 70% of the total herd in 2025 and the following years; strictly handle cases of non-compliance with rabies vaccination for dogs and cats.

In addition, it is recommended that localities direct the establishment of specialized teams to capture stray dogs and animals with rabies or signs of rabies. Notify the location of the temporary detention of captured dogs for pet owners to come and claim; apply administrative sanctions against pet owners according to regulations.

The Department of Agriculture and Environment requested the districts and cities of Trang Bom, Vinh Cuu, Cam My, Xuan Loc, Long Thanh, Nhon Trach, and Bien Hoa to direct the People's Committees of the communes with the epidemic and the communes adjacent to the communes with the epidemic to continue to organize emergency rabies vaccination for all healthy dogs and cats that have not been vaccinated in the area.
