Department of Agriculture and Environment implements new regulations on archiving work

Pursuant to Official Dispatch No. 05197/UBND-NC of the Provincial People's Committee Chairman dated October 2, 2025 on the implementation of guiding documents related to archiving work, the Department of Agriculture and Environment thoroughly grasps and organizes the serious and effective implementation of new regulations on archiving work. Accordingly, agencies and units in the state administrative system do not apply the provisions at Point a and Point d, Clause 14, Article 2 of Circular No. 10/2025/TT-BNV dated June 19, 2025 of the Ministry of Home Affairs. The implementation of regulations on licensing and management of archiving services is applied according to the instructions of the Government and the Ministry of Home Affairs, specifically:

- The authority to decide on other State agencies and organizations to submit records and documents to the State historical archives at the local level that are not specified in Clause 2, Article 18 of the 2024 Law on Archives is implemented according to the provisions of Clause 2, Article 14 of Decree No. 128/2025/ND-CP dated June 11, 2025 of the Government regulating decentralization and delegation in state management of the internal affairs sector: "The task and authority to decide on other State agencies and organizations that are not specified in Clause 2, Article 18 of the Law on Archives to submit records and documents to the State historical archives at the local level shall be implemented by the Chairman of the Provincial People's Committee".

- The authority to grant the Certificate of eligibility to conduct archival services business is implemented according to the provisions of Clause 1, Article 38 of Decree No. 113/2025/ND-CP dated June 3, 2025 of the Government detailing a number of articles of the Law on Archives: "The Certificate of eligibility to conduct archival services business (abbreviated as the Certificate) is issued by the Department of Home Affairs of a province or centrally run city (abbreviated as the Department of Home Affairs) at the request of the archival service business organization specified in Point a and Point b, Clause 1, Article 53 of the Law on Archives".

In order to improve implementation efficiency, the Department of Agriculture and Environment assigned the Center for Engineering - Technology - Monitoring to be the unit to organize and carry out specialized tasks on data storage and management.

The Center for Engineering - Technology - Monitoring is the unit that manages and stores specialized records.

The synchronous implementation of the above solutions not only ensures compliance with legal regulations on archiving, but also contributes to building a modern, safe, and effective system of records and documents management for the agricultural and environmental sectors, serving well the direction, operation and sustainable development of the sector in the digital transformation period./.
