Accordingly, the Sea Sand Exploitation Project proposes to exploit sea sand in Tran De district, Soc Trang province to create financial incentives for the development of industrial, logistics, duty-free complex and Tran De deep-water port.
The project covers a total area of about 4,000 hectares, and will be implemented in several phases, with a total estimated investment cost of about VND54,000 billion and total estimated revenue of about VND56,000 billion. This is considered a national key project, contributing to the development of the marine economy and creating new development momentum for the Mekong Delta region.
The main function and task of the Center for Operation and Management of Sea Sand Exploitation is to comprehensively manage the exploitation, auction and use of sea sand resources according to current laws and related documents. Carry out legal procedures for applying for licenses to explore and exploit sea sand mines, develop plans for safe, effective exploitation and environmental protection.
At the same time, organize public and transparent auctions of mineral exploitation rights. Receive and manage revenue from auctions, reinvest directly in infrastructure of industrial parks, logistics, duty-free zones, dykes, wharves and traffic, electricity, water and information systems in the Tran De area. Be the investor or coordinate the implementation of projects, public-private partnerships in sand exploitation and development of coastal industrial - logistics - duty-free complexes and shared works connecting to deep-water ports.
Establishing cooperative relationships with secondary investors, logistics enterprises, shipping units, infrastructure construction contractors, international financial institutions. Supervising compliance with laws on natural resources - environment, bidding - public investment, ensuring transparent and effective operations...
At the meeting, delegates discussed a number of issues related to the implementation of sand exploitation for land leveling, finding resources for investment, and giving opinions on researching and proposing preferential policies and mechanisms to support investment and exploitation in order to soon attract investors to deploy and invest in the construction of Tran De port.
After listening to the reports and proposals from the units, Chairman of the People's Committee of Soc Trang province Tran Van Lau requested the consulting unit to absorb all opinions from relevant departments, branches and localities, then promptly complete the project in accordance with the actual situation in the locality. Relevant departments, branches and localities need to coordinate with the consulting unit to advise the Provincial People's Committee to carry out the process and procedures for preparing documents to submit to competent authorities for consideration.
