Create favorable conditions and always support businesses

Reporting on the business performance in Quang Tri province, Acting Chairman of the Provincial People's Committee Hoang Nam said: Up to now, the whole province has 3,419 operating enterprises out of a total of 3,470 registered enterprises, of which more than 91.5% are small and micro enterprises. The total registered capital of enterprises is up to more than 68,873 billion VND, creating jobs for more than 55,000 workers. The total investment capital in the period of 2021-2024 reached more than 66,062 billion VND, accounting for 63.7% of the total investment capital in the province.

Regarding the target for the 2021-2025 period, the whole province is expected to have 1,500-2,000 newly established enterprises. To date, 1,954 enterprises have been newly established, achieving the set target. However, due to the impact of the world and domestic economy , the number of newly established enterprises has gradually decreased over the years: in 2021 there were 456 enterprises, in 2022 there were 491 enterprises, in 2023 there were 479 enterprises, in 2024 there were 360 ​​enterprises and in the first 5 months of 2025 there were 168 enterprises, reaching about 42% of the annual plan.

The province's business and entrepreneur team has made rapid progress in both quantity and quality, gradually improving its reputation, product brand, and business brand, affirming its position and role in the province's socio-economic development. Production and business enterprises are more effective, increasing state budget revenue and creating jobs for workers.

Acting Chairman of the Provincial People's Committee Hoang Nam emphasized that over the years, the Provincial Party Committee, People's Council, Provincial People's Committee and all levels and sectors have always paid attention to, created favorable conditions for and accompanied enterprises. The province has promptly implemented central policies as well as issued many local policies to support and develop enterprises. The business community has been active, proactive, and made efforts to contribute more and more effectively to the local economic growth.

In addition to the achieved results, the reality shows that the development of enterprises in the province is not commensurate with its potential; the number of enterprises is small, mainly small and micro-sized, and the industries are not diversified. Many enterprises face difficulties in production and business, do not pay attention to the application of science and technology and brand building, and have weak competitiveness...

To effectively implement Resolution 68, the Provincial Party Standing Committee has developed a draft Action Program with 8 groups of tasks and solutions, while focusing on supporting investors to resolve difficulties and obstacles in the implementation process with the spirit of: not saying no, not saying difficult, not saying yes but not doing.

Participating in contributing opinions to the draft Action Program of the Provincial Party Committee to implement Resolution 68, representatives of the Provincial Business Association, the Provincial Young Entrepreneurs Association, and the Veteran Entrepreneurs Association gave opinions on Resolution 68 on allocating land funds for small and medium enterprises. Currently, Quang Tri enterprises are mainly small and micro, so it is extremely urgent to pay attention to establishing industrial clusters in communes for small and micro enterprises and business households to invest with an area of ​​several thousand square meters. There should be policies to ensure feasibility so that small and micro enterprises and business households can access loans with preferential interest rates.

It is recommended to pay attention to shortening the time for investment licensing procedures, building a centralized wastewater treatment system in industrial parks and clusters, unifying the inspection and examination policy, limiting the overlapping of inspection and examination units that cause trouble for businesses, focusing on strongly improving the PCI index of the province to improve the investment, production and business environment... The business community also expressed the desire for the province to develop a scoring regulation for businesses, closely monitor and manage businesses with low reputation indexes that often owe taxes, violate taxes, evade taxes...

Chairing the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested relevant departments and branches to explain and clarify the problems that representatives of the business community reflected. At the same time, he emphasized that the discussion and contributions of representatives of the business community contributed significantly to concretizing the implementation of Resolution 68 in accordance with the actual conditions of the province, ensuring feasibility and creating breakthroughs in the development of the private economy, promoting rapid and sustainable socio-economic development.

Only when businesses and entrepreneurs develop can the province develop.

Emphasizing the role of enterprises and entrepreneurs, Provincial Party Secretary Nguyen Long Hai affirmed that this is an important force that creates material wealth for society, jobs for workers, makes important contributions to economic growth, promotes socio-economic development, and ensures national defense and security.

Acknowledging and appreciating the comments on the draft Action Program to implement Resolution 68 of the Provincial Party Committee, the Provincial Party Secretary requested the agency in charge of drafting the action program and the Party committees and authorities at all levels to absorb the comments, pay attention to making it more concise and clearer, closely following Resolution 68 of the Politburo, Resolution 198 of the National Assembly and Resolutions 138 and 139 of the Government to include in the action program, so as to clearly demonstrate the view that the private economy is the driving force for the development of the national economy.

Quang Tri Provincial Party Committee affirmed its determination to effectively implement Resolution 68, along with other important resolutions of the Politburo on building and promoting the role of entrepreneurs, on breakthroughs in science, technology, innovation and national digital transformation, and on innovation in law making and enforcement.

With the spirit that when enterprises develop, localities develop, the Provincial Party Secretary requested all levels and sectors to strengthen propaganda work, reach high consensus on awareness and action, and promote the development of the private economy. He requested all levels and sectors to pay attention to solving difficulties and problems of enterprises, especially the issue of time to carry out administrative procedures, which wastes resources, loses investment and business opportunities, and causes frustration for enterprises.

It is recommended that the drafting committee consider including in the draft action program content related to site clearance for investment projects and infrastructure development of industrial clusters to attract investment. Review the indicators for the next period to be close to reality and highly feasible.

For the business community, it is recommended to proactively research, learn, and grasp important resolutions of the Party related to enterprises and entrepreneurs to quickly apply them to their own enterprises. The Provincial Party Secretary emphasized that the merger of the province will bring great opportunities for enterprises, so it is recommended to continue raising awareness, proactively equipping knowledge, modern and professional business management foundation; strengthening linkages, joint ventures, and cooperation; promoting the application of scientific and technological advances. Proactively innovate production and business models associated with digital transformation; focus on training workers; build product brands to increase added value and competitiveness in the market.

The Provincial Party Committee, People's Council and People's Committee are committed to creating the most favorable conditions for the business community and entrepreneurs in the province to develop strongly and sustainably, becoming an important driving force to promote the province's socio-economic development.
