Establish 2 working groups to handle work when arranging administrative units at all levels

Today, May 22, Acting Chairman of the Provincial People's Committee Hoang Nam and Vice Chairman of the Provincial People's Committee Le Duc Tien chaired a meeting with departments, branches and localities on key tasks when rearranging administrative units at all levels and building a 2-level local government organization model.

The meeting focused on discussing and giving opinions on the progress of consulting on the overall plan for restructuring the apparatus, streamlining the payroll, arranging and assigning cadres, civil servants and public employees after the merger; difficulties and obstacles in coordinating with Quang Binh province to develop projects to reorganize provincial-level agencies and units; guidance on perfecting the apparatus at the commune level and handling the regimes and policies for affected cadres, civil servants and employees.

Accommodation can be arranged for 515 officials and civil servants to work in Dong Hoi.

Reporting at the meeting, Director of the Department of Home Affairs Ngo Quang Chien said that up to now, the assigned tasks, work contents, and progress on the arrangement of administrative units at the provincial and commune levels have been completed in accordance with regulations. After the resolution of the National Assembly Standing Committee passed the Project on the arrangement of administrative units at the commune level and the Project on the arrangement of administrative units at the provincial level, and the guidance of relevant ministries and branches, the Provincial People's Committee is responsible for directing the implementation in accordance with regulations. To ensure the continuous, normal, and smooth operation of administrative agencies at all levels, the Department of Home Affairs has advised the Provincial People's Committee to focus on directing agencies, units, and localities to implement seriously, promptly, and fully. According to Mr. Chien, if the progress of the arrangement of the administrative apparatus is basically completed on schedule, the Department is still confused in advising on the establishment and reorganization of public service units at the commune level.

Regarding the plan to arrange headquarters and public assets at district and commune levels, Director of the Department of Finance Truong Chi Trung said that most districts proposed to hand over headquarters, cars, machinery and equipment to new communes. The Department of Finance agrees with this proposal. Regarding provincial public assets, the Department of Finance proposed that surplus headquarters after being arranged should be handled according to regulations, with priority given to converting functions into medical andeducational headquarters.

Regarding official housing, Mr. Trung said that the department has coordinated with the Quang Binh Department of Finance to develop a plan to arrange accommodation for 515 officials and civil servants who will work in Dong Hoi. The office basically meets the needs of the new provincial departments and branches after the merger. Regarding support for officials, civil servants, public employees and workers after the merger, Mr. Trung said that in order to develop a policy, specific data is required.

Mr. Trung also said that there are still many problems in the province related to project sites and requested relevant departments, branches and sectors to directly resolve them; requested the Provincial People's Committee to direct the acceleration of progress to support investors.

The post-merger organizational structure must prioritize work efficiency.

Discussing and giving comments at the meeting, Director of the Department of Construction Tran Huu Hung informed that the total number of people registering for public housing in the whole province is 2,277. The Department of Construction alone wants to maintain the ratio of 1/3 going to Quang Binh, 2/3 staying in Quang Tri. To have public housing data, Mr. Hung suggested that the leaders of the two provinces soon complete the project.

Meanwhile, Chairman of Dakrong District People's Committee Thai Ngoc Chau shared that arranging for officials and civil servants to work in communes is very difficult because the mountainous area is large and transportation is difficult. Mr. Chau suggested that there should be a policy to build public housing for officials in mountainous areas. In addition, the commune must have funds to rent cars for officials and civil servants from the district level to meet traffic conditions.

Director of the Department of Education and Training Le Thi Huong proposed to arrange staff from education departments to work at the base because that would both meet the needs of the vacant positions and reduce the pressure on the arrangement when merging, and also meet their wishes. In addition, Ms. Huong proposed to arrange the surplus headquarters for the education sector to meet the needs of facilities. In particular, Ms. Huong expressed her desire to have a direction to move Quang Binh University to Quang Tri, because the administrative center has been moved to Dong Hoi.

Vice Chairman of the Provincial People's Committee Le Duc Tien informed that the administrative center for the new Quang Tri province is very convenient because the departments and branches of the two provinces have worked together. The remaining problem is that the leaders of the two corresponding departments must agree on which departments and units will go and which will stay to have specific numbers. Regarding the issue of establishing and arranging public service units, Vice Chairman of the Provincial People's Committee Le Duc Tien said that this is a very difficult content, there are no specific instructions, and there must be a specific working session to resolve it. At the same time, he proposed to establish 2 working groups to resolve key tasks when rearranging public service units at all levels and building a 2-level local government organization model.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Hoang Nam directed departments, branches, sectors and localities to closely follow the proposed plan to promptly handle and report to the Provincial People's Committee issues beyond their authority. At the same time, he requested to focus on prioritizing the early and complete resolution of policies related to cadres and civil servants, especially cases related to mergers. "Focus on prioritizing the complete resolution before any changes are made, so as not to burden the new administrative apparatus. Consider this the top priority task that needs to be focused on," Acting Chairman of the Provincial People's Committee Hoang Nam emphasized.

Regarding the organization of the province's working apparatus after the merger, Acting Chairman of the Provincial People's Committee Hoang Nam said that work efficiency must be prioritized, not focusing on the ratio of officials leaving/staying. The Provincial People's Committee does not set a certain ratio of officials and civil servants leaving or staying, but bases it on working conditions, information technology infrastructure, facilities, and connections at the new destination. For some public service units, in principle, the unit providing services to people and businesses in the area must calculate the priority number, and can be distributed to two provinces. For public environmental service companies and urban areas, the principle is to leave the unit where it is. Project management boards and land fund management centers in communes and wards that have sufficient conditions will establish centers, while communes that do not have sufficient conditions and capacity will hire these units to do the job.

Acting Chairman of the Provincial People's Committee Hoang Nam directed that it is necessary to study existing resources to allocate to projects; speed up recruitment of civil servants, education and health officials to meet the needs of teaching and health care. For surplus headquarters, it is necessary to review the whole thing to arrange them reasonably, giving priority to education and health.

To implement the above contents, Acting Chairman of the Provincial People's Committee Hoang Nam agreed to establish two working groups. One group deals with policies for cadres, civil servants, and public employees, headed by the Department of Home Affairs. One group deals with public property issues related to vehicles, headquarters, machinery, and equipment, headed by the Department of Finance. The two groups will start operating immediately this week.
