On May 21, the People's Committee of Son La province held a conference to announce the results of the "Competitiveness Index at the department, branch and district levels of Son La province in 2024".

Attending the conference were Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee; leaders of departments, branches of the province, districts, cities, towns; Provincial Business Association; Vietnam Federation of Commerce and Industry (VCCI); Economica Vietnam Company; Bac Ninh Provincial Institute for Socio -Economic Development; representatives of the Central and local GREAT Project Management, and representatives of enterprises in the province.

In recent years, Son La province has made efforts to improve the provincial PCI index; at the same time, it has built and maintained the DDCI index to measure the satisfaction level of enterprises, cooperatives and business households with the management activities of departments, branches and People's Committees at district, town and city levels.

The Son La DDCI Index 2024 includes 10 component indicators for assessment at the department, agency and sector level and 11 component indicators for the local level. The index comprehensively reflects the level of economic management, quality of public service provision and the level of support for enterprises, cooperatives and business households.

DDCI Son La 2024 was conducted on more than 1,300 enterprises, cooperatives and business households, including many units owned by women, ethnic minorities and people with disabilities, ensuring high representativeness and transparency. Two new indicators were added: "Green growth and sustainable development" and "Gender responsiveness in management and operation", demonstrating the province's efforts in building a fair, friendly and inclusive investment and business environment.

At the conference, the Provincial People's Committee announced the results of the DDCI assessment in 2024 and honored typical departments, branches and localities with many initiatives and efforts to improve service quality and accompany businesses. In the department and branch sector, the Department of Culture, Sports and Tourism led the rankings thanks to the synchronous implementation of solutions to increase information transparency, improve procedures and promote interaction with businesses in the field of culture - tourism with 82.59 points; the Provincial Tax Department (Tax Department of Region IX) ranked second with 80.47 points and the Department of Health ranked third with 80.23 points.

In the local block, Moc Chau town is the leading locality with 77.89 points; Son La city ranked second with 76.89 points and Yen Chau district ranked third with 76.69 points.

Speaking at the conference, Mr. Le Hong Minh, Vice Chairman of the Provincial People's Committee, requested departments, branches and People's Committees of districts, towns and cities (local authorities at the commune level after the reorganization) to promote administrative reform, quickly, neatly and effectively resolve related documents and procedures so that enterprises, cooperatives and investors can feel secure in production and business. Organize internal meetings to analyze and evaluate the causes of DDCI results in 2024, especially the low-scoring component indicators. Develop a plan to improve DDCI in 2025, with specific solutions, clear timelines, and assign responsibilities to each department and individual.

The Provincial Investment, Trade and Tourism Promotion Center coordinates with relevant units and technical consulting units to research and advise on revising and perfecting the methodology and assessment objects of the Competitiveness Index at the department, branch and district levels of Son La province in 2025 in accordance with the actual situation after completing the rearrangement of provincial administrative units, the local government apparatus has 2 levels and reorganizing departments and branches according to the Resolution of the Central Government.

The Provincial Business Association, professional associations and business community; the Provincial Cooperative Union, cooperatives and business households in the province continue to accompany and contribute constructive opinions through survey channels, policy reflection and dialogue with authorities at all levels. The Provincial People's Committee pledges to continue to accompany and create a favorable and transparent investment and business environment, taking the satisfaction of people and businesses as a measure of operational efficiency.
