
The project is implemented in accordance with the Conclusion Notice No. 81-KL/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes; Resolution No. 298/NQ-CP dated September 26, 2025 of the Government; Plan No. 207/KH-UBND dated October 9, 2025 of the People's Committee of Son La province on implementing the "Campaign to build schools for border communes" and Plan No. 5452/KH-BCH dated October 19, 2025 of the Military Command of Son La province.
Speaking at the ceremony, comrade Ha Xuan Liem, Secretary of the Party Committee of Phieng Pan commune, expressed his joy, emotion and sincere thanks for the attention of the Central Government, the province and agencies and units that have devoted investment resources to this project of special importance.

Secretary of the Party Committee of Phieng Pan commune emphasized: This is a great source of encouragement, contributing to creating favorable conditions for children of ethnic minorities to study and train in a spacious and modern educational environment.
Phieng Pan commune was established on the basis of merging 3 old communes: Chieng Luong, Phieng Pan and Na Ot, all of which are communes in region III with special difficulties.
With an important position in terms of national defense and security, Phieng Pan commune has a nearly 7km long border with Na Tong cluster, Xiengkho district, Huaphanh province, Lao People's Democratic Republic.

The whole commune has more than 24,000 people of 5 ethnic groups living together; the poverty rate accounts for 21.6%. Currently, the commune has 5 schools with 33 school locations, 153 classrooms, more than 4,500 students, of which about 1,500 are boarding students.
Currently, many schools are seriously degraded, lacking functional classrooms, dormitories, libraries, playgrounds and teaching equipment, making learning difficult for students.

According to the design, the Phieng Pan Commune Primary and Secondary Boarding School has a scale of 30 classrooms, including a dormitory, subject classrooms, a multi-purpose hall, a library, a sports field, etc., meeting the learning needs of more than 1,000 students who are children of ethnic minorities in the border area. The total investment of the project is 216 billion VND.
Upon completion, the school will become a highlight in terms of facilities, contributing to improving the quality of education, creating local human resources, while strengthening national defense and border security, and promoting sustainable socio-economic development.

During the implementation process, the project received consensus and support from the people of Mon 1 and Mon 2 villages, the chosen construction site. Many households voluntarily donated land, creating conditions for the project to start on schedule.
The groundbreaking ceremony of the primary and secondary boarding school in Phieng Pan commune marked an important first step in the process of realizing the goal of "each border commune having a spacious and modern school", demonstrating the spirit of solidarity and unanimity of the Party Committee, government and people of all ethnic groups in Son La in taking care of the cause of "growing people" in the border of the Fatherland.
