During the past term, the Party Committee of Division 355 led and directed the completion of 10/10 key tasks and 28/30 main targets set out in the Resolution of the 10th Party Congress of the Division, many tasks were completed well and excellently. Notably: The Party Committee of the Division regularly reviewed, supplemented, and issued resolutions, regulations, and rules, promptly directed the overcoming of limitations and shortcomings at all levels. The evaluation and classification of the quality of Party organizations and Party members were strict and substantial every year, with 96.56% of Party organizations and 97.4% of Party members completing their tasks well and excellently.

The Party Committee of the Division strictly implemented the combat readiness regime, proactively coordinated closely with other forces to grasp the situation, effectively handled situations, and avoided being passive or surprised. Building a system of documents and combat plans in accordance with regulations and organizing practice of combat readiness plans, the Division was absolutely safe; well prepared forces and means, actively and proactively participated in preventing and fighting natural disasters and epidemics in the area, leaving a good impression and sentiment, which was recognized and highly appreciated by local Party committees, authorities and people.

Coordinate and cooperate closely with military agencies of provinces (Tuyen Quang, Yen Bai, Phu Tho) to re-examine, infiltrate, and arrange reserve mobilization in accordance with the law and assigned orders and targets. Agencies, units, and cadres at all levels grasp the situation, quantity, and quality of reserve soldiers; proactively propose to local Party committees and authorities to allocate resources to improve political quality, develop Party members, and the correct ratio of military professionalism for reserve soldiers.

In the 2025-2030 term, the Division Party Committee determined to effectively implement the following breakthroughs: Continuing to innovate and improve the quality of training, drills, and combat readiness associated with information technology and artificial intelligence to meet the requirements of modern warfare; improving the quality of regular construction, law enforcement, discipline, and safety; promoting administrative reform, applying science and technology, digital transformation, and improving the quality of soldiers' lives.

Speaking at the congress, Major General Tran Van Bac praised the results and achievements of the Party Committee of Division 355 in the recent past. Major General Tran Van Bac requested that in the 2025-2030 term, the Party Committee of the Division needs to regularly lead ideological work well, promote democracy well, build the Party Committee into a united bloc, unified in both will and action; build a contingent of cadres and soldiers with strong political will, high determination, ready to receive and complete all assigned tasks; ensure all aspects of logistics, technical and financial work for the tasks and regularly pay attention to improving the material and spiritual life of the troops. Continue to thoroughly grasp and strictly implement the Law on Reserve Forces and regulations and instructions from above on building, mobilizing and training reserve forces in the new period; strictly manage disciplinary situation, not allowing violations of law and serious disciplinary violations to occur.
