According to the leaders of Division 371, the Emulation Congress is an important political activity to continue to thoroughly grasp President Ho Chi Minh's thoughts on patriotic emulation; Directives and Resolutions of all levels on "Continuing to innovate and promote the Emulation Movement and the emulation and reward work in the new period in the Army". At the same time, this is also an opportunity to summarize the emulation and reward work and the Emulation Movement of the Division in the past 5 years; to properly evaluate the results of leadership, direction and implementation of Party committees and commanders at all levels; to commend and honor the achievements of typical advanced collectives and individuals in the Emulation Movement of the Division.
The summary report, typical reports of collectives and individuals and speeches at the Congress affirmed: Thoroughly grasping the instructions and guidance of superiors, closely following the characteristics and tasks of the Division; in recent years, the emulation and reward work and the Emulation to Win movement of the Division have had many innovations, promoted good efficiency, are a direct and important driving force, contributing to the successful implementation of all assigned tasks. In the past 5 years, the emulation and reward work and the Emulation to Win movement of the Division have had comprehensive, steady, regular and continuous development steps, closely linked with movements and campaigns of all levels, sectors and patriotic emulation movements of the locality. The results achieved by the Division in implementing the Emulation to Win movement in the period of 2019 - 2024 are thanks to the timely leadership and direction of the Standing Party Committee, the Head of the Command and the agencies of the Service; Along with that is the spirit of solidarity, determination, enthusiasm and creativity of the officers and soldiers of the entire Division, and the support, assistance and facilitation of the Party Committee, the government and the people in the area where the Division is stationed. The emulation and reward work and the Emulation to Win movement are truly the levers to motivate agencies and units to excellently complete their assigned tasks.

From 2019 to present, the entire Division has 11 collectives awarded the Emulation Flag, 84 were awarded the title of "Determined to Win Unit", 391 were awarded the title of "Advanced Unit"; 881 individuals were awarded the title of "Emulation Fighter", 3,240 were awarded the title of "Advanced Fighter". In performing its tasks, the Division has been awarded many Certificates of Merit and Certificates of Merit by the Ministry of National Defense , the Air Defense - Air Force Service, the Party Committee, and local authorities in various aspects of work such as: Combat readiness, training, regular construction, logistics, engineering, participation in drills, bombing and live ammunition; serving the first Vietnam International Defense Exhibition, flying to celebrate the 70th anniversary of Dien Bien Phu Victory. Analyzing the world, regional and domestic situation, Major General Bui Thien Thau emphasized: The cause of building and defending the socialist Vietnamese Fatherland is posing new and increasingly demanding requirements. The Air Defense - Air Force Service is the core unit assigned by the Party, State and Army with the task of firmly protecting the sacred airspace, sea, islands and continental shelf of the Fatherland; Division 371 is trusted by the Service with the task of firmly protecting the airspace of the capital Hanoi and the northern region of the Fatherland. To successfully complete the assigned tasks, each officer and soldier of the Division must continue to be imbued with President Ho Chi Minh's patriotic emulation ideology; thoroughly grasp the viewpoints, policies and guidelines of the Party, the laws and policies of the State; the directives and resolutions of the Party Committee and the Service Command and concretize the directions and goals of the Emulation Congress for Victory into emulation goals, targets, tasks and specific action programs of the Division; Promote the advantages, achievements and results that have been achieved, overcome the limitations and weaknesses of the past time, carry out emulation movements more effectively, and successfully complete the set goals and tasks.

At the Congress, Division 371 commended and honored 8 collectives and 19 individuals with outstanding achievements in implementing the Emulation Movement for Victory in the period of 2019 - 2024. The Congress called on all officers and soldiers in the Division to promote the tradition of the Heroic Unit of the People's Armed Forces; uphold the spirit of solidarity, dynamism, creativity, actively study, work, improve qualifications and knowledge in all aspects, train steadfast political will, pure revolutionary ethics, have strong will, fighting spirit and high determination, strive to compete to excellently complete all assigned tasks, contributing to firmly protecting the sacred airspace, sea and islands of the Fatherland in all situations. /.
