Effective use of funding sources to support the implementation of administrative unit arrangement at district and commune levels

On the afternoon of October 16, the Government Office held an online conference with localities on the use of funds to reorganize administrative units (ADUs) at district and commune levels in the 2023-2025 period. Comrade Nguyen Hoa Binh , Permanent Deputy Prime Minister of the Government chaired the conference.

Attending the conference at Thanh Hoa bridge were comrade Dau Thanh Tung, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of the Department of Finance, Department of Home Affairs, Department of Planning and Investment, and Department of Justice.

At the conference, delegates discussed the arrangement and use of funds and the procedures for using the central budget to support localities to invest in basic construction to serve the implementation of the arrangement of administrative units at district and commune levels, period 2023-2025 according to Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Dau Thanh Tung said: In the period of 2023-2025, Thanh Hoa province will arrange 1 district-level administrative unit and 12 commune-level administrative units. The total funding requirement for basic construction investment as prescribed in Clause 2, Article 22 of Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee is 26 billion VND. Of which, the funding requirement of 1 district-level administrative unit is 20 billion VND; the funding requirement of 12 commune-level administrative units is 6 billion VND.

Thanh Hoa agrees with the central government's budget allocation plan to implement the arrangement of administrative units at district and commune levels and does not propose to increase it. Depending on the actual situation of the locality, Thanh Hoa will use the central government's budget support effectively and in accordance with regulations.

Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh agreed that the total central budget to support 36 localities nationwide to reorganize administrative units is 281.5 billion VND. Some localities proposed to increase the funding source and will make plans and reports later. Funding support for localities to reorganize administrative units is very important and necessary. Therefore, in allocating funding sources, the Deputy Prime Minister requested the Ministry of Planning and Investment to provide specific and detailed instructions for localities to implement in accordance with the provisions of law.
