According to the initial review results, the total number of houses and land facilities that are working offices and public service facilities of Da Nang city and Quang Nam province is currently 4,291, with a total land area of about 18.8 million m2 and more than 6.2 million m2 of usable floor area. Of which, the working offices of agencies and units of Da Nang city are currently 112; of Quang Nam is 509. Regarding the plan to arrange working offices after rearranging administrative units, recently, the People's Committee of Da Nang city has proposed a plan to report and ask for opinions from competent authorities.
According to the plan of the People's Committee of Da Nang City, the arrangement of the working headquarters of the Party agencies and the Party's public service units will basically be located as they are now in Da Nang City. Regarding the working headquarters of departments and branches, some will be located at the Da Nang City Administrative Center; the Administrative Centers of Son Tra and Cam Le districts, and separate working headquarters in Da Nang. Some units will have their own headquarters based on the area used and the number of employees.
Regarding the current ward and commune headquarters, after the merger, they will basically be used to arrange the working headquarters of new wards and communes. After arranging the new ward headquarters, Da Nang will have 26 real estate facilities converted to medical,educational , and community functions; 13 real estate facilities are headquarters of cultural and sports centers of districts, assigned to the Department of Culture - Sports and Tourism to direct affiliated units to propose management plans; 11 real estate facilities are arranged as working headquarters of the armed forces according to the requests of agencies and units.
According to the report, after the merger and prioritization of the above plan, it is expected that there will be 145 surplus real estate facilities that need to be handled, of which Da Nang city has 111 facilities and Quang Nam province has 34 facilities. According to the expected handling plan, there will be 90 real estate facilities assigned to the Center for Housing Management and Exploitation for management and exploitation according to Decree No. 108/2024/ND-CP of the Government regulating the management, use and exploitation of houses and land that are public assets not used for residential purposes assigned to local organizations with the function of managing and trading houses for management and exploitation.
These houses and lands are mostly located in Hai Chau district, Son Tra district, Ngu Hanh Son district and the houses are still in use. 55 houses, lands and land plots are assigned to the Land Fund Development Center for management and exploitation.
Deputy Director of the City Department of Finance Phan Duy Anh said that the above plan is only a proposal of the City People's Committee, the official plan must wait for the decision of the competent authority and there may be some changes. To ensure the overall review and rearrangement of the headquarters and facilities that have been equipped in accordance with the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model according to the policy of the Central Government and the Steering Committee, the unit will actively coordinate with relevant units to strengthen the inspection and supervision of the management and use of public assets at agencies, organizations and units under its authority, with the common spirit of making the most of existing assets to ensure efficiency, transparency, sustainability and suitability to the practice of grassroots administrative units, avoiding loss and waste of public assets.
