The correct, wise and talented leadership of our Party is the decisive factor in all victories (*)

On February 1, at the Provincial Conference Center, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Tien Giang province solemnly held a meeting to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2024) and celebrate the Year of the Dragon 2024. In the joyful and warm atmosphere of the New Year, preparing to welcome the traditional Tet of the nation, the Provincial Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Tien Giang province solemnly held a meeting to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2024) and celebrate the Spring of Giap Thin 2024. On behalf of the provincial leaders, I would like to send to the leaders, former leaders of the Central and local governments, veteran revolutionaries, heroic Vietnamese mothers, heroes of the armed forces, heroes of labor, delegates, and comrades my best wishes for good health and my most respectful greetings.

After invading our country, the French colonialists imposed an extremely brutal autocratic regime; the conflict between our people and the French colonialists and their lackeys became increasingly fierce; the desire for national independence became more and more burning. In the late 19th and early 20th centuries, many patriotic movements took place continuously, from the Can Vuong movement, the Yen The uprising to the Dong Du movement, the Dong Kinh Nghia Thuc, Duy Tan and the Yen Bai uprising, but all failed because there was no advanced leadership organization, a lack of a correct political line, and a lack of appropriate revolutionary fighting methods.

In that context, in 1911, comrade Nguyen Ai Quoc left to find a way to save the country. He came to Marxism-Leninism and found there the correct way to save the country. He spread Marxism-Leninism into the workers' movement and the Vietnamese patriotic movement, gradually preparing ideologically, politically, and organizationally to establish a genuine revolutionary party.

On February 3, 1930, in Hong Kong, under the chairmanship of comrade Nguyen Ai Quoc, a conference was held to unify three communist organizations: the Indochinese Communist Party, the Annamese Communist Party and the Indochinese Communist Federation to form a single communist party, named the Communist Party of Vietnam. The conference to unify communist organizations was meaningful as a Party founding congress; the birth of the Party was the combination of Marxism-Leninism with the workers' movement and the Vietnamese patriotic movement. The first platform of the Party, including the Brief Platform, Brief Strategy, and Brief Party Statutes, was drafted by leader Nguyen Ai Quoc and approved by the unification conference. This was a creative application of Marxism-Leninism to the specific conditions of the Vietnamese revolution.

The birth of the Party marked a great turning point on the path of national liberation, liberation of the working class and working people, for the goal of independence, freedom and socialism; it was the beginning of the era of the Vietnamese working class shouldering the historical mission of the nation. This was the basic condition that determined the direction of development and steps of the Vietnamese revolution throughout the 94-year history. Our Party correctly combined the struggle goals of the workers' movement and the patriotic movement; class interests and national interests, linking the goal of national independence with socialism, which is the only correct path to national independence, freedom and true happiness for the people. The birth of the Party ended the period of deadlock and crisis in the path to save the country for more than two-thirds of a century since the colonial and imperialist invasion. As Uncle Ho said: "The red flag of the Party is as bright as the rising sun, tearing apart the darkness of night, illuminating the way for our people to steadily advance on the path to victory."

With the 1930 Political Platform, together with practical organizational capacity; appropriate and creative discipline and methods of struggle; the strength of solidarity; the steadfast, courageous and intelligent fighting of many generations of cadres and Party members, the Party led our people to successfully carry out the August Revolution, giving birth to the Democratic Republic of Vietnam - the first worker-peasant state in Southeast Asia, abolishing the semi-feudal colonial regime; at only 15 years old, our Party successfully led the revolution, took power of the whole country; our people, from slaves, became masters of the country and of themselves.
Immediately after the success of the August Revolution, the colonial and imperialist forces returned to invade our country once again. Our people continued the 9-year resistance war against the French and ended with the Dien Bien Phu victory - a bright landmark in the history of the struggle for national liberation of our nation and the world. Following that, the Party led our people in a 21-year resistance war against the US; with the Party's correct guidelines, together with the brave fighting spirit of the entire people and army, we achieved the great victory in the Spring of 1975, completing the people's national democratic revolution, unifying the Fatherland, advancing to socialism, contributing to the struggle of the people of the world for peace, national independence, democracy and social progress.

In our province, under the leadership of the Central Committee, the Regional Committee and the direction of the Provincial Committee of the Vietnam Revolutionary Youth Association of My Tho and Go Cong provinces, the patriotic movement of the people in the years 1927 - 1929 had a strong development. In mid-August 1929, the Provincial Committee of the An Nam Communist Party of My Tho was established, with comrade Nguyen Ngoc Ba as Secretary. After that, comrade Nguyen Ngoc Ba went to Go Cong province to admit comrade Nguyen Van Con and a number of comrades into the An Nam Communist Party, established the first Party cell in Vinh Huu commune - Go Cong province, with comrade Nguyen Van Con as Secretary and from there, the An Nam Communist Party cells were born one after another.

In addition to the organizational system of the Annam Communist Party, My Tho province also had a grassroots organization of the Indochinese Communist Party. In early December 1929, comrade Ngo Gia Tu, a representative of the Indochinese Communist Party, came to Vinh Kim commune - Chau Thanh district to build a Party base, establishing the first Indochinese Communist Party cell in My Tho province, then expanding to the communes of Binh Trung, Nhi Binh, Song Thuan, Dong Hoa, Ban Long, Thoi Son, Huu Dao... In the context of the strong development of the Party base, the General Committee of the Indochinese Communist Party was established to have a unified leadership agency.

At the end of April 1930, the Provisional Provincial Party Committee of the Communist Party of My Tho Province was established, with comrade Nguyen Thieu as Secretary; in 1936, the Go Cong Provincial Party Committee was also established. The establishment of the My Tho Provincial Party Committee and the Go Cong Provincial Party Committee marked an extremely important turning point in the historical process of the local revolution, having a decisive significance for the entire development process and the necessary preparation, the basic conditions contributing to the victory of the Southern Uprising in 1940 and the August Revolution in 1945, bringing power back to the people.

When the colonialists and imperialists returned to invade our country, the Party Executive Committee of My Tho and Go Cong provinces soon had correct policies and decisions, in line with all developments of the situation in each battlefield and each locality; aroused and strongly promoted many revolutionary movements; were creative, flexible, enthusiastic and widespread among the masses and people; led the people in turn to defeat all the enemy's insidious and brutal plots and tricks, many resounding victories were associated with each place name such as Co Co, Giong Dua, Kinh Bui, Ap Bac, Ba Rai, Long Binh, Gia Thuan, Dong Son... With the historic Ho Chi Minh Campaign, the Party Committee and people of My Tho and Go Cong provinces, together with the whole country, completely liberated the South, reunified the country, completed the historical mission, and contributed to bringing our country to socialism.

Advancing to Socialism is the inevitable path of development of the Vietnamese revolution, in line with the historical trend. Inheriting the achievements and experiences in building Socialism in the North; strictly acknowledging the mistakes and shortcomings in implementing socio-economic policies in the early years after the country's reunification, our Party has proposed and led the implementation of the country's renovation policy. Looking back on the nearly 38 years of renovation, our country has achieved many great achievements: From a poor, backward country, heavily devastated by war, we have risen to achieve new achievements; the economy has grown at a high rate, people's lives have improved, politics and society have been stable, foreign relations and integration have become increasingly extensive, and Vietnam's position has been enhanced in the international arena.

The rich practice of the Vietnamese revolution over the past 94 years has proven that the correct, wise and talented leadership of our Party is the decisive factor in all victories of our country's revolution. In the process of leading the revolution, our Party has been tempered, tested and gradually matured, gaining experience to always be worthy of its role as revolutionary leader, worthy of the people's trust. It is in that process that our Party has accumulated and summarized many valuable lessons, forging a glorious tradition that we have the responsibility to preserve and promote.

That is: The tradition of infinite loyalty to the interests of the nation and class, steadfast in the goal and ideal of national independence associated with Socialism on the basis of Marxism-Leninism and Ho Chi Minh thought (Only by following the revolutionary path chosen by the Party and Uncle Ho can the Vietnamese revolution win, the country be independent; our nation be free; our people have a prosperous and happy life).

That is: The tradition of maintaining independence and autonomy in policies; grasping, applying and developing Marxism-Leninism, referring to international experience to set out correct policies and effectively organize the implementation of revolutionary tasks (Our Party always imbues the viewpoint: Truth is concrete, revolution is creative; starting from the country's reality to determine the direction, tasks and methods of the Vietnamese revolution).

That is: The tradition of blood ties between the Party and the people, always taking serving the people as the reason for living and the goal to strive for. Our people nurture and always protect the Party, wholeheartedly trust the Party, support and strive to implement the Party's guidelines and policies (The endless strength of the people creates the invincible strength of the Party; the origin of the Party's strength lies in the blood ties with the people, promoting the strength of the great national unity bloc).

That is: The tradition of solidarity and unity within the Party, with strict organization and discipline based on the principles of democratic centralism, self-criticism, criticism and love for comrades and teammates (It is communist sentiment that has united Vietnamese revolutionaries into a vanguard trusted by the people and admired by friends; creating the strength for our Party to overcome all challenges, maintain faith and raise high the flag of leadership).

That is: The tradition of loyal and pure international solidarity based on the principles and goals of Marxism-Leninism (This is the basis for our Party to successfully implement the correct foreign policy through the periods, combining and promoting national strength with the strength of the times, bringing the Vietnamese revolution to unceasing development).

The precious traditions of our Party have profound national and international significance, demonstrating a thoroughly revolutionary spirit; right from its inception, our Party has grasped the development trend of the times, linking the Vietnamese revolutionary movement with the world revolutionary movement; correctly resolving the issue of national independence with socialism. On the development path of the Vietnamese revolution, our Party has constantly made appropriate decisions, meeting historical requirements, overcoming all difficulties and challenges. This is the strength that ensures the Party's leadership role, the result of the process of persistent cultivation, tireless efforts and blood sacrifices of many generations of cadres, party members and people to, together with the Party, lead our country's revolution from one victory to another.

The great victories over the past 94 years since the Party took leadership are the most vivid evidence of the Party's correct and creative leadership capacity and the great strength of our people. The Party has constantly renewed itself, meeting the requirements and tasks of the revolution in the context of a world that continues to evolve rapidly, complexly, and unpredictably. Our Party has devoted much time and effort to the work of building and rectifying the Party and the political system, considering Party building as the key task and cadres as the root of all work, the "key of the keys".

Proud of the achievements, looking to the future, our Party always holds the steering wheel firmly, comprehensively and synchronously promoting the renovation process; developing the economy rapidly and sustainably; improving the material and spiritual life of the people. Resolutely and persistently fighting to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, to protect the Party, the State, the people and the socialist regime. Maintaining peace, proactively and actively integrating internationally to develop the country; enhancing the position and prestige of our country in the region and the world.

On the occasion of the 94th anniversary of the Party's founding, our entire Party, people and army are extremely proud that our country has a steadfast Communist Party, loyal to Marxism-Leninism and Ho Chi Minh Thought, leading our people from one victory to another, creating great miracles in the history of the nation, making worthy contributions to the international communist and workers' movements, for peace and progress of humanity. Proud of the glorious Party, of the great President Ho Chi Minh, every cadre, party member and every Vietnamese citizen at home and the overseas Vietnamese community see more clearly their responsibility, vow to follow the Party, build the Party increasingly clean and strong, continue to lead our people to promote the cause of industrialization, modernization of the country and international integration, successfully realizing the goal of a rich people, a strong country, democracy, fairness and civilization.

Looking back at the glorious struggle of our Party over the past 94 years; reviewing the difficulties, hardships, boundless sacrifices along with the glorious victories that our people have achieved under the leadership of the Party, we cherish the past even more; cherish and preserve the revolutionary achievements; feel more deeply and infinitely grateful for the immense contributions of our beloved Uncle Ho; respectfully remember and pay tribute to the Party leaders, heroic martyrs, compatriots and comrades who fought tenaciously and sacrificed heroically in the long, arduous but extremely glorious struggle of our nation and our Party. That glorious path is not only the pride of all our people, our Party and our army, but also leaves deep impressions and good feelings in the evaluation of comrades and international friends, in the conscience, memory, conscience and in the hearts of humanity. We express our deep gratitude to the families of martyrs, heroic Vietnamese mothers, families with meritorious services to the country, and wounded and sick soldiers who fought for the nation's survival under the glorious flag of the Party; we understand, trust and are proud of our nation - a heroic, intelligent and creative nation; proud of our Party - the glorious Communist Party of Vietnam, wholeheartedly fighting and sacrificing for the independence and freedom of the Fatherland, for the happiness of the people. Each of us must see this as a source of pride to practice and strive for; because without the leadership of the Party, our country and each of us would not be what we are today.

2023 is also a difficult and arduous journey, no less than 2020 (the year of severe and prolonged drought and salinity that severely affected agricultural production, a key sector in the province's production) and 2021 (the year of the unprecedented Covid-19 pandemic, causing serious damage to people's lives, material and spiritual lives). The entire political system must focus on overcoming the consequences; and resolutely implement tasks and solutions for socio-economic development in the context of slow global economic growth after the Covid-19 pandemic; high inflation has led to many major economies maintaining tight monetary policies. Domestically, unfavorable external factors and internal shortcomings have become more evident; The competitiveness and resilience of the economy are still limited, import and export activities face many difficulties due to declining demand in international markets, especially major partners; natural disasters, epidemics, drought, salinity, tornadoes, storms, floods, and landslides cause severe damage in many localities.

However, with the solidarity, high determination, great efforts, and drastic actions of the Provincial Party Executive Committee, the Standing Committee, the Provincial Party Standing Committee, Party committees at all levels, the government, the Fatherland Front, and organizations; especially the attention and support of the Central Government, the National Assembly, the Government, the consensus, support and sharing of veteran revolutionaries, the business community and the people, the province's socio-economy continued to recover positively and achieved important results, many targets and tasks were achieved and exceeded the Resolution, increasing compared to the same period in 2022 such as: Average income per capita of 69.3 million VND (Resolution 69.1 - 69.4 million VND); export turnover reached 130.9% (5.1 billion USD), up 12.9%; total social investment capital reached 100.5% (46.06 trillion VND), up 10.1%; Newly established enterprises reached 105.4% (875 enterprises); employment creation reached 100% (16,000 workers), an increase of 3.2%; the poverty rate (according to the multidimensional poverty standard for the period 2021 - 2025) decreased to 0.97% (Resolution 1.07%); admission of new party members reached 108% (1,621 party members).

Many key projects and works of the Central and the province have been implemented with progress, such as: Nguyen Tan Thanh culvert is being completed; Cho Gao Canal Upgrade Project (phase 2) has handed over 100% of the site; My Thuan 2 Bridge Project has been inaugurated and put into use; Rach Mieu 2 Bridge Project, An Huu - Cao Lanh Expressway is conducting inventory and paying support for site clearance and handover to the construction unit; The Traffic Road Project on both sides of Bao Dinh River, Provincial Road 864, the salinity prevention culvert system at the head of the canals leading to Tien River on Provincial Road 864 - phase 1 is focusing on accelerating progress (These are very important projects and works that will contribute to creating new momentum for the development of the province).

The cultural and social fields have seen positive changes, social security has been ensured and improved. Security and order have been controlled, restrained and maintained. The work of Party building, government building, the Fatherland Front and mass organizations has continued to receive attention and improvement, improving the effectiveness and efficiency of operations. The implementation and dissemination of directives, resolutions and conclusions of the Party, especially new documents and directives on Party building and rectification; on studying and following the ideology, morality and lifestyle of Uncle Ho; on preventing and combating corruption and negativity; on setting examples and the work of Party inspection, supervision and discipline have received special attention, creating a clear change in the ideology, morality, lifestyle, sense of responsibility and vanguard and exemplary character of cadres, party members, civil servants and public employees.

The above achievements are extremely important, bringing joy, creating good impressions of 2023 and thereby also showing us solidarity, responsibility, determination, and determination in work; always knowing how to share difficulties, overcome difficulties, are valuable lessons and experiences for success. On behalf of the Provincial Party Executive Committee, I would like to sincerely thank the attention, leadership and direction of the Central Party Committee, the National Assembly, the Government, the Central Committees, ministries and branches; the attention, help and sharing of former leaders of the province through the terms, of comrades from Tien Giang who are retired, living and working outside the province; the positive contributions of all levels, branches, generations of cadres and party members; the sympathy and support of businesses and people of the province. Please keep in mind and hope to continue to receive this valuable and affectionate attention.

Beloved Uncle Ho taught: “Unity is an extremely precious tradition of the Party and our people. Comrades from the Central Committee to the Party cells must preserve the unity and unanimity of the Party as they preserve the apple of their eye.” The history of our Party’s revolutionary leadership shows that unity within the Party is the driving force that mobilizes the strength of the entire nation, leading to the victory of the revolutionary cause, especially in the most difficult and challenging times.

2024, the penultimate year of the 11th Provincial Party Congress, is forecasted to face many difficulties. In order to successfully implement the set goals and tasks, each cadre, party member, civil servant, and public employee, especially the leader, needs to grasp and take advantage of opportunities, strive to overcome difficulties, overcome limitations and shortcomings, especially fundamentally and effectively resolve long-standing shortcomings and limitations. Further promote the solidarity and unity of will and action of the collective and of each individual, first of all in the Executive Committee, Standing Committee of the Party Committee, in the leadership of agencies, units and localities; must demonstrate a sense of responsibility, exemplary character, and set an example in work, for the common task (This is a factor, a factor that has decisive significance for our success).

On the other hand, we must resolutely and synchronously implement the three strategic breakthroughs of the Resolution of the 11th National Congress, which are focusing on investment, forming a system of key products and dynamic regions; that is, building a synchronous infrastructure system in urban and rural areas; and that is, developing human resources, promoting administrative reform. We must further strengthen the construction of socio-economic infrastructure, especially transport infrastructure, building new rural areas; focus on socio-economic development associated with ensuring national defense and security; innovate and improve the quality of supervision and social criticism activities of the Fatherland Front and mass organizations; maintain political stability, promote foreign affairs and international integration. Continue to lead and direct the implementation of the correct progress and roadmap for streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system, associated with the implementation of the arrangement of commune-level administrative units according to the roadmap and regulations; Promote administrative reform, maintain discipline and administrative order, improve the service quality of cadres, civil servants and public employees. Pay special attention to the work of Party building, building a clean and strong government and political system that operates effectively and efficiently; resolutely fight, prevent and repel the degradation of political ideology, ethics and lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party, in conjunction with promoting the study and following of Uncle Ho's ideology, ethics and lifestyle; strengthen the fight against corruption, negativity and waste; strongly promote the role, responsibility, exemplary behavior, proactiveness, creativity and decisiveness of leaders of Party committees, agencies, units and organizations.

A year that has passed always bears the mark of the four seasons: Spring - Summer - Autumn - Winter; there are many joys but also many difficulties. The year 2023 ends with much joy for the homeland, the country, the Party's will blending with the people's hearts; the people of our province enter the new Spring of Giap Thin with new joy, new spirit and will have many new successes. When confidence is increased, aspirations are aroused, with dynamism, creativity and determination, our country and our province will certainly reap many new achievements, that foundation will be built for the following years and the following terms. And confidence, dynamism and creativity multiply when based on the foundation of the people, then that confidence will be the strength to arouse, spread, create inspiration, multiply the dedicated and effective work of the leaders, of each cadre, party member, civil servant, public employee, of the cadres and soldiers of the Armed Forces and of each person in our province.

With only one week left until the Lunar New Year of Giap Thin, along with starting to implement the resolutions and plans for 2024; Party committees, authorities, Fatherland Fronts and organizations at all levels need to organize activities on the occasion of the traditional New Year in accordance with the direction of the Secretariat, the Prime Minister and the Standing Committee of the Provincial Party Committee and the Provincial People's Committee. Focus on taking care of the material and spiritual lives of policy families, people in difficult circumstances, low-income people, workers and unemployed laborers, ensuring that people can celebrate the New Year in a joyful, warm, safe and economical atmosphere; maintain political security and social order so that everyone and every family can celebrate the New Year in peace and happiness.

The traditional New Year of the nation (the year of the Dragon) is coming. I would like to wish all leaders and former leaders of the Central and the province, veteran revolutionaries, heroic Vietnamese mothers, heroes of the armed forces, heroes of labor, cadres, party members, civil servants, public employees, officers and soldiers of the armed forces, business community, distinguished delegates, comrades and people of the province good health and happiness; a joyful, joyful, peaceful and prosperous new year.
