
Mr. Le Trung Viet, former Chief of Office of the National Assembly Delegation and People's Council of Quang Ngai province, agreed with the major viewpoints and orientations stated in the draft. He affirmed that the policies, guidelines and orientations stated in the draft are consistent with the country's development orientation in the new era and in line with the people's wishes.
He particularly appreciated the breakthrough viewpoint identified in the draft Political Report of the 13th Party Central Committee: “Taking the satisfaction and trust of the people and enterprises as the criteria for evaluating the performance of the apparatus and cadres”. This is an important change, shifting the evaluation of cadres from within the Party and government to the people and enterprises. This not only affirms the role of the Party of the people, by the people, based on the people and for the people, but also places higher demands on the state apparatus.
With this viewpoint, the administrative apparatus must be streamlined but still ensure efficiency. To be effective, it is necessary to promote digital transformation and administrative reform. Officials must work quickly but follow the correct procedures; have a friendly spirit and attitude, and be responsible for their work and the people, Mr. Viet emphasized.
Commenting on the draft documents of the 14th Party Congress, Mr. Le Trung Viet said that we are currently implementing a 2-level local government model. This is a new model, although in the past time it has achieved results such as a stable apparatus and smooth administrative operations, but there are still many "bottlenecks". Therefore, the draft document needs to supplement solutions and policies to attract, train and regularly foster cadres and civil servants, ensuring that cadres are competent to undertake the work; have clear regulations on the functions, tasks and powers of the grassroots government to ensure quality service to the people. In addition, the draft should also stipulate which issues must be public and transparent for people to monitor.

From the perspective of a practitioner and consultant in the field of rural tourism and community tourism, Ms. Nguyen Thi Diem Kieu, Director of Binh Chau Tourism Coordination Community Cooperative (Dong Son commune), expressed her joy when the draft document of the 14th Congress mentioned the role of collective economy and cooperatives.
According to her, the collective economy is unique, superior, and suitable for rural areas, capable of assembling and integrating many internal and external resources; simultaneously achieving many important goals such as developing livelihoods for people, preserving culture and conserving nature. The draft document emphasizes and orients more strongly in perfecting the Law on Cooperatives (amended); providing support policies on capital, land, and technology conversion; setting out specific quantitative targets for the collective economy in the next 5-year plan. She provided information on quantitative targets such as the rate of cooperatives participating in the linked value chain, the rate of cooperatives operating effectively to create motivation for authorities at all levels to focus resources to support the collective economy.
