Previously, on behalf of the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution , Vice Chairman of the National Assembly Nguyen Khac Dinh, Vice Chairman of the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution, said that the draft Resolution on amending and supplementing a number of articles of the 2013 Constitution was widely announced from May 6 to collect opinions from the people, sectors and levels.
280,226,909 comments on all contents of the draft resolution have shown the interest, support and high sense of responsibility of all classes of people towards the important work of the country. Collecting public opinions on amending and supplementing the Constitution has truly become a widespread, democratic political and legal activity in the entire political system and the whole society.

The research, explanation, reception, revision and completion of the draft resolution are carried out according to the following principle: All comments, whether majority or minority, are researched and considered fully, objectively and thoroughly, and are not ignored just because they are minority opinions. For major and important issues that arise during the process of collecting public opinions or during the reception and revision process, the Committee promptly reports and requests direction from competent authorities.
Initially, the Committee proposed to amend and supplement 8/120 articles and clauses of the 2013 Constitution, but after studying the very valid, reasonable, logical, and convincing comments from agencies, organizations, people, experts, scientists, and National Assembly deputies, the Committee proposed to accept and only amend and supplement 5/120 articles and clauses, retaining 3 articles to continue implementing according to the provisions of the current Constitution.
The contents that remain the same as now are the regulations on consulting people when establishing, dissolving, merging, dividing, and adjusting administrative boundaries (Clause 3, Article 110); regulations on "local government" and "local government levels" (Articles 111, 112, and 114); and the right to question of People's Council delegates (Clause 2, Article 115).
At the same time, the Committee also accepted and revised all 5/5 articles and clauses proposed for amendment and supplementation in the Constitution and the implementation and transitional provisions in the draft resolution, ensuring consistency and unity in both content and technical expression.

The resolution amending and supplementing a number of articles of the 2013 Constitution passed by the National Assembly is a historical milestone of utmost importance, initiating a profound institutional reform, demonstrating revolutionary innovation in the organization of the political system and national governance, and is the constitutional basis for the successful implementation of the Party and State's policy on streamlining the apparatus of the political system, creating the foundation for building a strong, prosperous Vietnam with happy and peaceful people.
