The impetus from emulation movements

With a strong will and aspiration for development, the entire Party, people, and army have intensified patriotic emulation movements, striving to achieve many important accomplishments in all fields.

Over the past five years, the patriotic emulation movement and the awarding of commendations have been implemented in a context of rapid, complex, and unpredictable changes in the world and the region; especially the COVID-19 pandemic, climate change, natural disasters, geopolitical conflicts, strategic competition between major powers, and epochal changes due to the strong development of science and technology, particularly artificial intelligence. These factors have profoundly impacted the socio-economic development, security, and social order of the country.

With a strong will and aspiration for development, the entire Party, people, and armed forces have intensified patriotic emulation movements, striving to achieve many important accomplishments in all fields. The economy has overcome difficulties, continued to grow, maintained macroeconomic stability, controlled inflation, and ensured major balances; social security has been ensured, and people's lives have gradually improved; national defense and security have been maintained; foreign relations and international integration have become increasingly deep and substantive; and Vietnam's position and prestige continue to be enhanced in the international arena.

In particular, under the correct and timely leadership of the Party, headed by General Secretary To Lam; the decisive and effective direction of the National Assembly and the Government; and the consensus of the entire political system and the people, our country has completed the revolution in reorganizing the political system and the two-tiered local government structure in the spirit of "Sleek - Compact - Strong - Efficient - Effective - Effective". This is an unprecedented breakthrough, contributing to building a streamlined political system that operates effectively and efficiently, meeting the requirements of the new era. These results have been significantly contributed to by the patriotic emulation movements over the past five years.

Imbued with President Ho Chi Minh's patriotic emulation ideology, with the theme "Unity, creativity, and emulation in building and defending the Fatherland," emulation movements have been strongly reformed in content, form, and organizational methods, developing extensively and creating important momentum for successfully achieving socio-economic development goals, ensuring national defense, security, and foreign relations, contributing to the great and historically significant achievements in 40 years of reform.

Over the past five years, the Prime Minister, Chairman of the Central Emulation and Commendation Council, has launched nine nationwide emulation movements. These movements have been implemented synchronously and effectively, becoming the core of the nationwide emulation movement, mobilizing the combined strength of the entire society to successfully implement the Resolution of the 13th National Congress of the Party.

The "Nationwide Campaign to Build New Rural Areas" has been widely implemented. Prior to the operationalization of the two-tiered local government model (July 1, 2025), 6,084 out of 7,669 communes nationwide had met the new rural area standards, including 2,567 communes (42.4%) that met the advanced new rural area standards, exceeding the target for the period, and 743 communes (12.3%) that met the model new rural area standards; averaging 17.5 criteria per commune.

At the district level, 329 out of 646 units (51%) have completed the task/met the new rural development standards, of which 48 districts (20%) have met the advanced new rural development standards; at the provincial level, 12 provinces and cities have completed the task of building new rural areas.

The total resources mobilized for the program reached approximately 3.7 million billion VND, along with millions of households donating over 98.2 million square meters of land, contributing tens of thousands of billions of VND and millions of man-days of labor, demonstrating the spirit of solidarity, consensus, and creativity of the people in the patriotic emulation movement.

The "For the Poor - Leaving No One Behind" movement has developed extensively and spread strongly, mobilizing the participation of the entire political system. By the end of 2025, the multidimensional poverty rate nationwide will decrease to 1.3%; the average poverty rate among ethnic minorities will decrease by more than 4.4% per year, achieving the set target. The total number of poor and near-poor households will decrease from 2,393,332 at the beginning of the period to 1,256,197 at the end of 2025, reaching 52.49%, exceeding the target of halving the number of poor and near-poor households according to the national multidimensional poverty standard by 2.49%.

Notably, 19 particularly disadvantaged communes in coastal and island areas have achieved new rural standards, escaping the status of being particularly disadvantaged (reaching 35.2%, exceeding the target). Several provinces and cities, based on the multidimensional poverty standard for the 2022-2025 period, had no poor households by the end of 2024; specifically, Ho Chi Minh City and Ba Ria - Vung Tau (before restructuring) had no poor or near-poor households in their areas.

In 2021, amidst the complex developments of the COVID-19 pandemic, which severely impacted people's lives and all aspects of the country's socio-economic life, with the spirit of "fighting the epidemic like fighting an enemy," the Prime Minister launched a special emulation movement "The whole country unites, works together, and competes to prevent, control, and overcome the COVID-19 pandemic."

This movement carries profound socio-political significance, demonstrating the determination of the entire Party, the entire people, and the entire army to mobilize the combined strength of the entire political system and society to control and repel the epidemic, protect the health and lives of the people, maintain production, stabilize livelihoods, and develop socio-economic conditions.

The special emulation movement strongly awakened the spirit of national unity, maximizing self-reliance, self-improvement, creativity, and flexibility in implementation. Many new models and effective approaches emerged from practice, such as: "3-in-1," "1 route, 2 destinations," "rice ATM," "oxygen ATM," "zero-cost supermarket," "zero-cost meal," the "safe green zone" model, multi-tiered treatment towers, the "3-layer" isolation model, etc.; along with thousands of generous hearts and beautiful actions spreading throughout the country. In particular, the North provided support to Ho Chi Minh City and the Southern provinces during the most difficult times, demonstrating a spirit of solidarity and compassion, "all for our beloved South."

The most outstanding feature of this emulation movement is the awakening of the strength of national unity; in times of hardship, the patriotic spirit, sense of social responsibility, and Vietnamese humanity shine even brighter. Not only domestically, but also overseas Vietnamese actively joined hands to provide material and spiritual support, contributing to helping the country overcome the pandemic sooner. Thanks to the unity and determination of the entire nation, Vietnam successfully controlled the COVID-19 pandemic, becoming one of the countries that "started later but finished first," quickly recovering, reopening, and developing its economy and society; and has been recognized and highly appreciated by the international community for its leadership, governance, community spirit, and the humane and compassionate spirit of the Vietnamese people.

Just 1 year and 4 months after launching the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" and after more than 10 months of launching the campaign "450 days and nights of intensive campaign to eliminate temporary and dilapidated houses in 2025", the Central Steering Committee, ministries, sectors, and localities have carried out a rapid campaign, mobilizing over 24.7 trillion VND (of which people's contributions and social mobilization resources accounted for nearly half, almost 12.3 trillion VND), supporting more than 2.7 million man-days with more than 454,000 participants, completing the elimination of 334,234 temporary and dilapidated houses nationwide.

By August 26, 2025, the program to eliminate temporary and dilapidated houses nationwide will have been basically completed. This "special national project," reflecting "the will of the Party and the aspirations of the people," has reached its goal 4 months ahead of the campaign's initial target and 5 years and 4 months ahead of the target set in the Party's Resolution 42. This is a practical way to celebrate the 80th anniversary of the August Revolution, National Day on September 2nd, and the upcoming Party Congresses at all levels, leading up to the 14th National Congress of the Party.

In implementation of the Resolution of the 13th National Congress of the Party and the Party's viewpoint on practicing thrift and combating waste, on November 18, 2022, the Prime Minister launched the emulation movement "Promoting the development of synchronous and modern infrastructure; emulating the practice of thrift and combating waste".

After nearly two years of implementation, on August 18, 2024, the Prime Minister launched another intensive emulation campaign, "500 days and nights of emulation to complete 3,000 km of expressways," with the spirit of "faster, bolder, and stronger; accelerating and breaking through even further," determined to have at least 3,000 km of expressways, 1,000 km of coastal roads, and many other key national projects by December 2025, contributing to celebrating the 14th National Congress of the Party and creating momentum and impetus for the new era.

With a spirit of decisive action, clear thinking, high determination, great effort, strong action, clear responsibilities, clear tasks, clear timelines, and clear accountability, investors, project management boards, and construction contractors have maximized their efforts, mobilized maximum machinery and equipment, and organized construction scientifically and continuously. Key projects have been implemented urgently, ensuring safety, technical standards, aesthetics, and quality.

The socio-economic infrastructure system has made breakthroughs: by the end of 2025, the whole country will have completed 3,245 km of expressways and 1,711 km of coastal roads. Many important, large-scale transportation projects have been basically completed, ahead of schedule, such as: the North-South Expressway (Eastern section); runways and taxiways, terminals T2 and T3 at Noi Bai and Tan Son Nhat International Airports; and the construction items and works of Long Thanh International Airport Phase 1. Many large-scale power infrastructure projects such as the 500kV circuit 3 Quang Trach (Quang Binh) - Pho Noi (Hung Yen) line, the 500kV Lao Cai - Vinh Yen line, and the Nhon Trach power plant... have been completed at a rapid pace.

Over the past two years of implementation, the movement "The whole country competes to build a learning society and promote lifelong learning" for the period 2023-2030 has achieved many positive results, creating strong changes in the awareness and actions of all strata of the people, linking the building of a learning society with the socio-economic development, education and training goals of the country.

The quality of the national workforce continues to improve. The proportion of trained workers increased from 64.5% in 2020 to 70% in 2025, with the proportion of workers holding degrees and certificates reaching approximately 29% (compared to 24.1% in 2020). The labor structure has shifted positively, with the proportion of workers in agriculture decreasing from 28.3% to approximately 25%. The emulation movement has become an important driving force for human resource development, contributing to building a learning society, a knowledge-based society, and serving the cause of industrialization, modernization, and international integration of the country.

The 14th National Congress of the Party is a particularly important political event, a momentous occasion for the country, determining the direction and development goals of the nation in the new era. To practically achieve accomplishments in chào mừng the 14th National Congress of the Party, with the spirit of: "High determination, decisive action and practical effectiveness" to accelerate, break through, and strive to successfully complete the goals and tasks set forth in the Resolution of the 13th National Congress; on October 5, 2025, the Prime Minister, Chairman of the Central Emulation and Commendation Council, launched a nationwide high-intensity emulation campaign to spread a vibrant atmosphere, awaken the spirit of unity and the strong aspiration for development of the entire nation, making emulation a lively and widespread political activity so that "everyone is one," unanimously agreeing to successfully achieve strategic goals, for the prosperous, civilized, and thriving development of the country, and to continuously improve the material and spiritual lives of the people.

Immediately after the Prime Minister launched the emulation campaign, with the spirit of "innovating thinking, determined action, collaborative creativity, exemplary leadership, dedicated contribution, development building, and serving the people," ministries, sectors, and localities promptly implemented plans and carried out the emulation movement with key tasks, specific and practical projects, linked to the political tasks of each sector, agency, locality, and unit, and linked to the responsibility of the head in directing, managing, and organizing the emulation movement to further improve the effectiveness and efficiency of state management, administrative reform, digital transformation, strengthen administrative discipline, and implement a government that serves the people and businesses. This aims to promote a spirit of responsibility, innovation, and creativity, accelerating the completion of socio-economic, national defense, security, and foreign affairs targets for 2025, creating a solid foundation for entering the new term.
