To further accelerate the construction of new rural areas and improve people's lives, Gia Loc district issued a plan for building advanced and model new rural communes at the beginning of 2023. Local Party committees and authorities have actively led and directed the work. One of the key solutions identified is to mobilize the strength of the entire political system and the people to work together to accomplish this task. With 8 out of 21 communes achieving advanced new rural commune status, Gia Loc district has the highest number of communes in the province in 2023.
Taking us on a tour of over 1 km of the newly expanded district road DH01 passing through the commune, Mr. Vu Viet Lich, Vice Chairman of the People's Committee of Thong Nhat commune (Gia Loc district), said that to expand this road from 6 meters to 9 meters, 34 households voluntarily donated land and funded the demolition and construction of walls and gates. According to Mr. Lich, the consensus and joint efforts of the people played a crucial role in helping the commune achieve the advanced new rural development goal two years ahead of schedule. "Throughout the process of striving to build a new rural area, the locality has received a lot of support and assistance from the people, including cases where people donated up to 4-5 billion VND to build public works," Mr. Lich added.
In Gia Loc district, in 2023 alone, the people donated 3,346 square meters of land and 1,419 days of labor to expand transportation routes. They also contributed over 7 billion VND to upgrade and expand roads within villages and hamlets.
At the end of 2023, Ninh Giang district implemented the removal of violations within the irrigation works, mainly illegal pedestrian bridges in six communes: Hung Long, Hong Phuc, Kien Quoc, Hong Phong, Hong Du, and Dong Tam. This policy affected the lives and business activities of hundreds of households and was predicted to be difficult and complex during implementation. However, thanks to the high level of consensus and agreement from the people, violations that had existed for decades were basically resolved completely, with many households even voluntarily dismantling their illegal structures. After two months of implementation, by the end of January 2024, 121 illegal pedestrian bridges had been dismantled along the canals, and 25 cases committed to dismantling their structures in February 2024 (reaching 94%).
In Nam Sach district, thanks to the consensus and positive response of the people in implementing the resolution of the District Party Committee on waste sorting and collection, it is the first locality in the province to have closed all old landfills.
The policy is correct and effective.
In many other localities in the province, thanks to the unity and support of the people, many difficult tasks such as land clearance, investment in the construction of public works, urban beautification, etc., have also been carried out well.
In Chi Linh City, the movement of all citizens joining hands to build a green, clean, and beautiful city, with specific tasks, is considered to have made a significant contribution to gradually building Chi Linh into a green, dynamic, and modern urban area in accordance with the Resolution of the City Party Congress for the 2020-2025 term. Currently, twice a month, forces and all citizens in the wards and communes organize clean-up campaigns and general sanitation of village roads and alleys. The communes and wards focus on replicating models and exemplary community initiatives in environmental protection, developing green spaces, and reducing dark areas in villages and residential areas. The entire city has agreed on the principle that for each alley, street, and sidewalk, the residents there voluntarily register to take responsibility for keeping it green, clean, and beautiful.
The unity of Party will and people's aspirations in Hai Duong is also clearly demonstrated in the activities of contact, dialogue, and citizen reception by the heads of Party committees and government at all levels in the province. Along with seriousness and quality, these contact, dialogue, and citizen reception activities ensure transparency and democracy, reflecting a receptive attitude, understanding of the people, respect for the people, and closeness to the people. Through these activities, provincial and local leaders have promptly addressed and directed relevant agencies to resolve legitimate opinions and requests from the people, creating consensus among cadres, Party members, and the people. Typically, just four months after the dialogue conference between provincial leaders and officials and employees of the education and training sector in Hai Duong, at the end of 2023, the Provincial People's Council issued resolutions to support increased income for nearly 12,000 officials and teachers in the province over the two years of 2024 and 2025 with a total budget of over 260 billion VND. To mobilize social resources for development, in 2023, Hai Duong also implemented specific and practical policies that were positively received by the people and the business community, such as the decision to exempt land rent for investors when implementing socialized investment projects in the fields of education, vocational training, health, culture, sports, and environment in urban areas…
The correct and effective policies of the Party committees at all levels, along with the collective efforts and unity of the people, have played and continue to play an important role in helping Hai Duong maintain political security and socio-economic development, and firmly consolidate the people's trust in the Party.
