Positive impacts after the establishment of Bac Ninh province (new)

After consulting and receiving high consensus and agreement from the people, the Project to rearrange Bac Ninh and Bac Giang provinces to establish Bac Ninh province (new) is being submitted to the Government.

According to the Project, the two provinces of Bac Ninh and Bac Giang will merge under the new name of Bac Ninh province, with the administrative center located in the current Bac Giang city. The new Bac Ninh province will have a total of 99 communes and wards; population size of 3,619,433 people.

The project also assessed the impacts of the establishment of the new Bac Ninh province after the merger. Accordingly, the new Bac Ninh province will be located in the key economic region of the North, in the economic triangle of Hanoi - Hai Phong - Quang Ninh and is the northeastern gateway of the capital Hanoi.

Bac Ninh, together with Hanoi, Hai Phong, and Quang Ninh, forms a continuous chain, playing the role of the center and backbone of socio-economic development of the region and the Northeast region of Vietnam.

The establishment of the new Bac Ninh province will help streamline the organizational structure and ensure appropriate management scale. Thereby, improving the quality and responsibility of the staff, civil servants and public employees.

The new province helps expand the development space, is an opportunity and motivation to break through and grow in the socio-economic development of the new era. At the same time, it is the driving force to build, plan and expand the connecting and interconnecting transport system of Kunming - Lao Cai - Hanoi - Bac Ninh - Hai Phong - Quang Ninh; Nanning - Lang Son - Bac Ninh - Hanoi - Ho Chi Minh City.

Merging provinces aims to streamline the staff, civil servants, public employees, and workers, which means reducing the burden of annual budget expenditures, accumulating and saving resources to invest in local socio-economic development.

After the province's merger, the education and health systems will be improved, invested in to improve quality, contributing to better serving the people, and social security work will be given attention.

According to the draft Project, the establishment of the new Bac Ninh province will also bring positive impacts on national defense, security, social order, administrative procedure reform and public service provision.

Besides, the Project also assessed that in the early period after the merger, the population and area were larger, so the initial state management work of the administrative apparatus encountered difficulties.

The project also shows the arrangement and merger of administrative boundaries of Bac Ninh province with Bac Giang province based on practical requirements for socio-economic development, striving to become a centrally-run city and the policies and orientations of the Politburo and the Secretariat.
