Why did the V-League organizing committee request the VFF to handle the leader of the CAHN team?

According to the document of the V-League organizing committee, in the list of club officials who will be absent from duty in round 5, Mr. Le Xuan Hai - Deputy Head of the Hanoi Police Club (CAHN) will have to be absent from duty in the match at Thien Truong Stadium on December 9 due to having received 3 consecutive yellow cards in previous matches of the tournament.

However, in the above match, Mr. Le Xuan Hai did not comply with the regulations of the Vietnam Football Federation (VFF) for those who are suspended from duty. Specifically: participating in activities before and after the match; moving into the mix zone, entering the locker room, going onto the field with the players to warm up before the match... even though before that, at the technical meeting and when arriving at the field, the match supervisor and the coordinator had repeatedly requested but did not comply. The tournament organizing committee requested the VFF Disciplinary Committee to consider and take action against the above violations.

Referee Nguyen Dinh Thai handled the situation. Player Van Kien (holding the ball) received a yellow card.

The incident of aggression and reaction between Nam Dinh FC player Tran Van Kien and CAHN FC head coach Gong Oh-kyun. In the 35th minute, the ball went out of bounds, while going to get the ball right in front of CAHN FC's technical area, player Tran Van Kien collided with coach Gong Oh-kyun who was standing outside the technical area reacting to the referee's decision; the ball rolled to the coach's feet. This coach used his foot to hold the ball. Player Tran Van Kien ran to get the ball with the intention of throwing the ball in to quickly put the ball into play (the team was losing the goal), due to impatience, player Tran Van Kien used his arm to push coach Gong Oh-kyun to get the ball. Mr. Gong Oh-kyun thought that player Tran Van Kien was attacking, so he reacted defensively by waving his arms, taking off his shirt...

However, the members and referees rushed to stop it in time. Referee Nguyen Dinh Thai issued yellow cards to both player Tran Van Kien and head coach Gong Oh-kyun in the above situation. The tournament organizers proposed to consider additional disciplinary action for the situation between coach Gong Oh-kyun and player Tran Van Kien.
