
Cao Loc commune was established on July 1, 2025, based on the merger of Loc Yen, Thanh Loa, and Thach Dan communes. At the time of the merger, there were 12 houses in the commune that had not yet begun construction or repair under the program to eliminate temporary and dilapidated houses. Of these, 5 houses had not started construction due to families' beliefs about auspicious dates, while the goal was to complete 100% of the projects by August 30, 2025.
Mr. Hua Anh Tuan, Chairman of the People's Committee of Cao Loc commune and Deputy Head of the Standing Committee of the Steering Committee for the elimination of temporary and dilapidated houses in Cao Loc commune, shared: "Faced with this reality, officials visited families to disseminate information, mobilize support, and persuade them. Some commune officials even allowed families to 'borrow' their birth years to build houses according to local customs, which received high approval from the people. During the implementation process, members of the Steering Committee and specialized officials of the commune regularly monitored, encouraged, and supported the work, thus achieving the set progress. Currently, the commune continues to support the construction and repair of 3 houses for the people in the new phase of the program, of which 2/3 houses have been completed."
To date, 38 out of 63 communes and wards have started construction or renovation of 100% of their approved houses; the remaining 25 communes have started construction on over 70% of the approved number. Of these, over 61% of the houses have been completed. |
Similarly, difficulties and obstacles related to people's customs in implementing the demolition of temporary and dilapidated houses have also arisen in many other communes and wards. Like Cao Loc commune, the wards and communes have flexibly implemented solutions to overcome these challenges in order to ensure the program's progress.
Another challenge in the implementation of the demolition of temporary and dilapidated houses is the financial contribution from the people; natural disasters and climate change affect the progress of the project. To overcome these problems, officials, civil servants, and soldiers of the forces at the local level have "rolled up their sleeves" to support the people in many aspects such as funding, manpower, and materials to complete the projects as soon as possible.
Ms. Dao Thi Thanh Mai, Chairwoman of the Vietnam Fatherland Front Committee and Deputy Head of the Steering Committee for the elimination of temporary and dilapidated houses in Dong Dang commune, said: "To ensure the set progress, the Steering Committee assigned members to be in charge of each village and each specific project. I myself am directly in charge of two houses and am striving to complete both before this Lunar New Year. During the implementation process, I and the members of the Steering Committee mobilized social funds, advised families on the most economical design options; and mobilized local forces to support the demolition of old houses, construction of new houses, and logistical support for the families. To date, a total of 12 out of 34 households in the commune have completed the construction or repair of their houses."
According to statistics, the entire province has 1,340 households receiving support to eliminate temporary and dilapidated houses in the 2025-2026 period, across 63 out of 65 communes and wards, with a support level of 60 million VND per new house and 30 million VND per house for repairs. The projects are expected to be completed by two deadlines: before the Lunar New Year of the Horse 2026 and before March 15, 2026, or at the latest by April 30, 2026. Eligible recipients include: war veterans, poor and near-poor households, households affected by natural disasters and climate change, and other eligible individuals.
Mr. Lang Van Hien, Head of the Policy Department of the Department of Ethnic Minorities and Religions – the Standing Agency of the Steering Committee for the implementation of eliminating temporary and dilapidated houses and developing social housing in the province, said: The Department regularly updates the implementation situation and develops plans for inspection and supervision at the grassroots level. Communes and wards have also proactively implemented many solutions to overcome difficulties and obstacles to ensure the set progress.

Mr. Ma Van Cuc, from Thong Nhat village, Hong Phong commune, shared: "My family received support to repair our roof under the program to eliminate temporary and dilapidated houses, striving to complete it before this Lunar New Year. During the implementation process, my family received enthusiastic support from commune officials and neighbors. Now, the project is basically complete, helping my family celebrate the New Year more joyfully."
In reality, to ensure the progress of the program to eliminate temporary and dilapidated houses, along with the involvement of all levels and sectors, local officials are the most direct supporters. The dedication and responsibility of this team have contributed to accelerating the implementation progress, with the ultimate goal of helping people have decent houses to gradually stabilize their lives.
