In 2023, the Government and the Presidium of the Vietnam General Confederation of Labor actively and proactively implemented coordination work, ensuring the effectiveness of tasks according to the Coordination Regulations, and urgent and arising tasks under the leadership and direction of the Politburo , the Secretariat and practical requirements, achieving the following main results: The Government and the Vietnam General Confederation of Labor continued to coordinate closely and practically, focusing on researching and developing mechanisms, policies and laws on social security and welfare for workers, improving the lives of workers, building harmonious, stable and progressive labor relations in the new situation.
The Government and the Prime Minister have directed ministries, branches and local authorities to actively coordinate with the General Confederation of Labor and trade unions at all levels to promptly resolve the needs, aspirations and legitimate and legal rights of workers, especially regarding employment, income, housing issues of workers and laborers, synchronizing social infrastructure, schools, medical stations, cultural needs, entertainment venues, etc. Pay attention to building a team of trade union officials to meet the requirements of the tasks, building a strong Vietnamese Trade Union, a modern and powerful working class and a Government of "Discipline, responsibility, timely initiative, accelerated creativity, sustainable efficiency".
Ministries, ministerial-level agencies, and government agencies have actively coordinated with the General Confederation of Labor in building and perfecting policies and institutionalizing the Party's viewpoints and policies on trade unions, the working class, and laborers.
Ministries, branches and local agencies have signed the Regulations on coordination of work with the Vietnam General Confederation of Labor. Up to now, 14 Regulations and coordination programs have been signed. Periodically, conferences have been held to review and evaluate coordination results, and supervision has been organized on the implementation of labor contracts, wages, social insurance, health insurance, voluntary insurance, and housing rental support policies for employees at enterprises.
Ministries, ministerial-level agencies, government agencies and the General Confederation of Labor have actively coordinated to implement measures to stabilize and develop a flexible, effective and sustainable labor market and care for workers' lives according to Resolution No. 06/NQ-CP dated January 10, 2023 of the Government. The General Confederation of Labor has issued and implemented support policies for union members and workers whose working hours have been reduced or their labor contracts have been terminated due to businesses cutting or reducing orders.

Responding to the emulation movements launched by the Prime Minister, the General Confederation issued a Plan and launched the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste" among workers, civil servants, laborers and trade unions at all levels nationwide.
The program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the Covid-19 pandemic" in the period of 2022-2023 has successfully exceeded the set target, demonstrating the creativity and intelligence of Vietnamese workers, contributing significantly to stabilizing and restoring production and business activities of enterprises and implementing political tasks of agencies and units.
The Prime Minister, Deputy Prime Ministers and leaders of ministries and branches attended activities of trade union organizations; visited and encouraged union members and workers at production facilities, factories and industrial parks on the occasion of Workers' Month. On the occasion of Lunar New Year, leaders of the Government and leaders of ministries, branches and localities directed and participated in many activities to care for workers during Tet, visited, wished them a happy New Year and gave gifts to union members and workers in difficult circumstances, attended Tet Sum Vay and Mai Am Cong Tu activities in provinces and cities across the country...
Speaking at the Conference, assessing the results of coordination between the Government and the General Confederation of Labour in 2023 and the first months of 2024, Prime Minister Pham Minh Chinh stated that the two sides have actively and proactively coordinated to comprehensively and effectively implement tasks according to the Coordination Regulations, including regular tasks and unexpected and arising tasks.
The coordination contents have been implemented closely, comprehensively, effectively, practically, focusing on specific contents to solve the problems of housing for workers, cultural, medical, educational, sports institutions, activities to care for and improve the spiritual life and health of workers according to the Party's policies and the State's laws; many mechanisms and policies to support the development of social housing have been issued and put into practice, creating a relatively complete legal corridor, ensuring support and encouragement for businesses to participate in development, increasing the supply of social housing to meet the needs of the subjects, especially low-income workers with housing difficulties.

The Vietnam General Confederation of Labor has promoted its role in participating in the development and implementation of management mechanisms, guidelines and policies directly related to employment and wages; proactively grasping the implementation of regimes and policies related to the rights and interests of workers, promptly reporting to ministries, ministerial-level agencies and government agencies on arising issues that need to be resolved.
The Government, ministries, branches and local authorities have actively coordinated with the General Confederation of Labor to develop and complete many projects and programs to implement the tasks set forth by the 13th Congress and Resolution No. 02-NQ/TW of the Politburo; coordinated the implementation of solutions to prevent and resolve labor disputes and collective work stoppages according to Directive No. 37-CT/TW of the Secretariat; coordinated the successful organization of trade union congresses at all levels and the 13th Congress of the Vietnam General Confederation of Labor.
Ministries, ministerial-level agencies, and agencies under the Government have closely coordinated with the General Confederation of Labor to resolve or report to the Prime Minister for consideration and resolution. Directing provincial and municipal labor federations to advise and propose organizing thematic meetings between National Assembly delegations before National Assembly sessions, attracting the attention of the public, and having positive impacts on the work of policy formulation and improvement; policy implementation. The coordination is always under the leadership of the Party, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong.
The Prime Minister affirmed that the increasingly close, high-quality, successful and effective coordination between the Government and the Vietnam General Confederation of Labor has positively contributed to the overall success of the country in recent times.
On behalf of the Government, the Prime Minister warmly commended, highly appreciated and thanked the close coordination and effective support of the Vietnam General Confederation of Labor, union members and workers nationwide over the past time; emphasized that the Party and State always pay attention to building a modern and strong working class and a strong trade union organization, considering it a prerequisite to ensure the success of the country's innovation, industrialization, modernization and international integration. The role, position and mission of the Vietnam General Confederation of Labor are clearly defined in the Resolution of the 13th National Party Congress and Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo. Accordingly, it is necessary to build a comprehensively strong Vietnam General Confederation of Labor, with the capacity to adapt and effectively solve problems arising in the new situation.
The Prime Minister requested that all regulations must comply with the leadership of the Party, the Constitution and the law; no one is above the law.
The Prime Minister especially emphasized “1 central task”: Further improving the quality and effectiveness of coordination between the two sides, actively contributing to the successful implementation of the Resolution of the 13th National Party Congress, building a strong and modern working class, a powerful and prosperous country, and a prosperous and happy people.

“3 concerns” include: Paying more attention to listening to and understanding the thoughts and aspirations of the working class: through surveys, dialogues, contact with voters…; promptly reporting to the Party, government, and businesses to have measures to remove and resolve them.
Pay attention to the material and spiritual life of workers; promote dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, occupational safety and hygiene; care for vulnerable groups, those in difficult circumstances, remote areas, border areas, islands; housing issues for workers (must be a breakthrough, cultural, medical, educational, sports institutions, etc.)
Pay attention to protecting the legitimate rights and interests of workers according to the Constitution, laws and the Party's guidelines, policies and guidelines; strengthen inspection, supervision and monitoring of the implementation of policies and laws related to the rights and interests of union members, workers and trade union organizations; promptly detect and recommend strict handling of violations, improper implementation and abuse of policies for sabotage.
“5 steps” include: Stepping up research, development, and improvement of laws, mechanisms, and policies on labor and creating favorable conditions for workers and trade unions: accordingly, coordinating and advising the Politburo and the Secretariat to strengthen leadership and direction for Party committees and authorities at all levels to organize research, thoroughly grasp, and seriously implement the Party's directives and resolutions on building the working class and the Vietnam Trade Union; advising the Party and the State to direct the review, supplementation, and development of policies and laws on labor and trade unions, focusing on submitting to the National Assembly for amendments to the 2012 Trade Union Law; advising the Secretariat's Standing Committee on the document "Orientation and good management of the establishment and operation of workers' organizations in enterprises outside of trade unions"; proactively researching, proposing, and participating in the development of mechanisms, policies, and laws, especially social security and welfare policies for workers; In which, the Prime Minister noted that ministries, branches and agencies must consult the General Confederation of Labor on the development of mechanisms, policies and laws related to trade unions and workers.
Promote propaganda and dissemination of Party guidelines and resolutions, State policies and laws to union members and employees. In particular, propaganda to help employers, officials, union members and employees identify acts of taking advantage of the establishment and operation of labor organizations in enterprises to violate national security and cause social disorder; Trade unions must be for the common good.
Promote the effective implementation of emulation movements, such as: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; developing the emulation movements "Good workers", "Creative workers" in line with each region and each subject, focusing on "Higher productivity, better quality" in the production and business sector; the movement "Good advice, good service" in administrative agencies, public service units, etc. with the spirit of "Emulation is patriotism, patriotism requires emulation. And those who emulate are the most patriotic", as taught by the great President Ho Chi Minh.
Promote the building and development of a modern and strong Vietnamese working class to meet the requirements of national development in the new period: in training workers, especially high-quality workers; enhancing the positivity, proactiveness and creativity of workers and laborers; improving productivity, quality, efficiency..., including the content of improving labor productivity, as initiated by the Vietnam General Confederation of Labor.
Promote the effective implementation of the role of the Trade Union, which is an important bridge between the Party and the State with the working class and laborers: innovate methods and content of activities, strongly and extensively apply information technology, digital transformation in trade union activities, build a trade union database (such as Project 06); effectively perform the function of representing, caring for and protecting the legitimate and legal rights and interests of workers, contributing to improving the lives of workers, building harmonious, stable and progressive labor relations in the new situation; pay attention to developing party members among workers, civil servants, and laborers, especially workers directly involved in production at enterprises; attach importance to ensuring food hygiene and safety.
Regarding the proposals of the Vietnam General Confederation of Labor, the Prime Minister agreed to assign ministries and agencies to pay attention to the legitimate rights and interests of workers and trade union activities during the law-making process; and assign relevant functional agencies, localities, and law enforcement forces to strengthen the protection of legitimate rights and interests of workers.
