According to the assessment of the Provincial People's Committee, although the aquaculture industry has developed relatively stably and has had many positive changes in recent times, there are still many shortcomings and limitations. The most prominent is the situation of aquaculture development not following the planning, and the illegal development of aquaculture in cages and rafts.
Many organizations and individuals have not complied with regulations on environmental and disease management and have not been proactive in registering to be granted Certificates of main aquaculture species.
In particular, the work of arranging and relocating cages outside the planning is still slow and does not ensure progress according to regulations.

To rectify the above situation, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of communes and wards to step up propaganda, raise awareness and responsibility of people in environmental protection and comply with the provisions of the 2017 Fisheries Law.
Localities must review the current situation, develop annual aquaculture plans; strengthen management and supervision of land and water use, and resolutely handle individuals and organizations that spontaneously encroach on land and water for aquaculture.
In particular, for coastal communes and wards, the Provincial People's Committee requires them to take the lead in developing a specific Plan, implementing the arrangement, relocation, and clearance of cages and rafts according to the approved Project. The arrangement plan must be completed and a report must be sent to the Department of Agriculture and Environment before November 20, 2025. Coastal localities must organize the allocation and lease of coastal land for aquaculture in accordance with regulations, ensuring that no new cages and rafts are created outside the planning scope.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and provide professional guidance to localities in strictly managing aquaculture facilities according to planning, land use plans and sea areas. Advise on promulgating standards and policies to encourage the application of environmentally friendly materials, production chains associated with digital transformation; prioritize the development of industrial marine aquaculture models, environmentally friendly aquaculture.
The Department of Agriculture and Environment directed its affiliated units to strengthen management, licensing, and certification of cage farming and key species; strictly control the quality of breeds, aquatic feed, and veterinary medicines; effectively carry out disease prevention and water environment monitoring.
The Provincial People's Committee requires organizations and individuals engaged in aquaculture to strictly comply with the planning. In cases outside the planning, they must proactively relocate and dismantle. Facilities must comply with the brackish water shrimp farming schedule, not use chemicals or banned antibiotics, and absolutely not raise freshwater lobsters, red-claw shrimp, and aquatic species not on the list of permitted businesses.
Cage farms and farms of key aquatic species (tiger shrimp, white-leg shrimp) must register to obtain a Certificate of Confirmation as prescribed. Production facilities must carry out procedures to obtain a Certificate of Food Safety Qualified Facility or sign a commitment to ensure food safety production.
Relevant departments, branches and units assigned tasks in this Directive must seriously implement it.
