Accordingly, the Provincial People's Committee assigned the Department of Agriculture and Environment to be the presiding agency, advising the Provincial People's Committee to issue a Provincial Action Plan and establish a joint working group. The Department is responsible for disseminating and popularizing EUDR regulations to communes, wards, forest owners, cooperatives, farmers and enterprises.
The Department of Agriculture and Environment must urgently review, synchronize, standardize data and publicly announce the province's forest status map (spatial form) as of December 31, 2020 before December 31, 2025. This data will be updated annually, serving as a basis for industries to compare and prove that their products do not cause deforestation and forest degradation according to EUDR regulations.

At the grassroots level, the People's Committees of communes and wards are assigned the task of building a commune-level database on coffee and rubber growing areas... interspersed with forests, especially in high-risk areas, especially with coffee trees.
Localities must review the area of encroached plantations on forest areas both on maps and in the field; update cadastral maps, land use planning and planting area boundaries for each industry; and at the same time increase patrolling and inspection of forest protection.
Commune-level People's Committees are responsible for supporting businesses and farmers in collecting information and determining geographical coordinates of plantations to serve traceability; supporting conversion and improving livelihoods for farmers, especially ethnic minorities living in areas interspersed, adjacent or overlapping with forest land.
Regarding industry associations and businesses, the Provincial People's Committee requires reviewing the supply chain, only purchasing raw materials from areas that have not been deforested or degraded after December 31, 2020. Enterprises must build a traceability system that allows tracing each shipment to the geographical coordinates of the raw material area, ensuring compliance with EUDR regulations.
Relevant departments and branches, including: Department of Science and Technology supports solutions for product traceability and application of technology to monitor forest resource changes; Department of Finance advises on budget allocation to support industry value chains to adapt to EUDR.
