The management and use of public assets, including housing and land, has been gradually completed by the Provincial People's Committee, creating favorable conditions for the exploitation and good management of public assets in the coming time.

As of February 26, 2025, the province has a total of 2,615 houses and land that are public assets. Of which, state agencies, organizations, and administrative units under the province manage and use 1,258 houses and land; 29 facilities do not need to use them and are waiting for processing; 386 facilities do not have a Land Use Right Certificate (LURC). The province has 1,357 houses and land owned by public service units under the province's management and use; 62 facilities are not needed by public service units and are currently vacant.

It is a fact that the preparation of business plans, leasing, joint ventures, and associations of real estate and land facilities at public service units in the period of 2018-2024 is mainly land assets that are not fully exploited. The management and use of real estate and land facilities of some agencies, organizations, and units are sometimes not strict, and do not promptly advise on handling, leading to abandonment and unused facilities for many years, causing waste.

Some units such as: The Management Boards of Ben Hai and Thach Han River Basin Protective Forests; Le Quy Don High School for the Gifted; The Provincial Sports Training and Competition Center were assigned by the State to manage and use public assets to carry out joint ventures, associations, and leases that were not in accordance with the law, but they have promoted efficiency in practice, avoiding waste of land resources and assets on land.

Regarding some surplus houses and land belonging to central agencies located in the province, the Provincial People's Committee and the central agencies have issued many documents requesting central management agencies to handle them. The work of land management and issuance of land use right certificates by agencies has not been focused on and is not synchronized, leading to difficulties and inadequacies in the implementation of the unit's tasks. Many houses and land have not been issued land use right certificates.

Specialized agencies have not provided timely guidance on the implementation of financial obligations when using public assets for leasing purposes; there is still confusion in carrying out business procedures, leasing, joint ventures, and associations at schools and hospitals to operate canteens and parking lots. Most of the facilities after being handed over to local authorities and management and use units have not developed specific maintenance plans, leading to the risk of degradation and uncontrollability.

The review and adjustment of land use planning and plans for houses and land used for the wrong purposes or not used have not been carried out in line with the results of rearranging and handling houses and land; the results of implementing the plan to arrange and handle houses and land of many agencies, units and localities are still slow. The work of inspecting and urging the implementation of the plan to arrange and handle has not been focused on...

In order to effectively and properly implement the management, use and arrangement of public assets such as houses and land of agencies, organizations and units under the management of the province, in the coming time, the Provincial People's Committee will continue to implement solutions to strengthen management, improve the efficiency of use and rearrange public assets such as houses and land.

Continue working with central agencies to propose early handover to localities of houses and land that are no longer in use. Direct specialized agencies at the provincial level, People's Committees at the district and commune levels to continue reviewing and assessing the overall status of use and plans for use of houses and land of organizations, agencies and units.

Strictly implement Directive No. 40/CT-TTg dated October 24, 2024 of the Prime Minister on strengthening the management of public assets at associations in the province. Rearrange public assets such as houses and land of agencies, units and localities currently merged according to Resolution No. 18-NQ/TW in the province; have a plan to ensure workplaces for newly established departments; do not start new construction of headquarters at all levels. Inspect the land use of state-owned enterprises in the area; reserve land for the construction of grassroots cultural houses.

Review and adjust land use planning, detailed construction planning to implement the results of approving the plan to arrange and handle the province's housing and land facilities to ensure consistency with the provincial planning, regional planning, urban planning, planning of special functional areas and rural planning. Urgently adjust land use planning and planning to auction surplus housing and land facilities that have been approved in principle by the Provincial Party Committee Standing Committee.

Continue to direct the review and handling of houses and land of agencies, organizations, administrative units, and public service units under the province's management, which are not in use and are currently vacant. Urgently complete the issuance and exchange of land use right certificates associated with facilities for management and provision of public services, assigning management and use rights and other forms of delegation of authority to agencies, organizations, and units according to regulations.

Terminate business activities, leasing, joint ventures, and associations of public assets that are houses and land that do not comply with the provisions of law. Develop joint venture and association plans in accordance with the provisions of law and submit them to competent authorities for approval and implementation. Develop a master plan on management, exploitation, maintenance, repair, and financial risk management and submit it to competent authorities for consideration and decision to proactively arrange the annual regular expenditure budget.

Direct the use of public assets to serve management, provide public services, ensure national defense and security, use them economically, effectively, for the right purposes, functions, and objects, and prevent waste. Strengthen inspection and examination of compliance with laws on management and use of public assets, ensure the management and use of public assets for the right purposes, effectively, and save the budget...

Specialized agencies under the Provincial and District People's Committees and agencies, organizations and public service units shall implement the direction of the Provincial People's Committee on the supervision conclusions to continue to manage, arrange and effectively use public assets such as houses and land, contributing to promoting the socio-economic development of the province.
