The Goong Local Knowledge Cooperative was established last year, with the registered business of trading local agricultural products via social networks. Despite achieving a revenue of 400-800 million VND per month, this unit has not yet fulfilled its tax obligations as prescribed. According to the Director of the Cooperative, they are willing to pay taxes, but because there are no specific instructions, they do not know how to calculate taxes and the tax payment process.
Ms. Chao Thi Yen, Director of the Goong Indigenous Knowledge Cooperative, Nam Chac Commune, Bat Xat District, said: “We have established a cooperative and used personal ID cards to open a shop. However, when it comes to paying taxes, we encounter many difficulties. Fully fulfilling our tax obligations according to State regulations will help us feel more secure in doing business."

Faced with similar cases, the Tax Department of Bat Xat district has stepped up inspections and provided guidance to e-commerce businesses. Based on the revenue displayed on the trading floors, the tax authority has collected taxes from online sales activities.
Mr. Do Gia Huy, an officer of the Tax Department of Bat Xat district, said: "We have arranged staff to receive and support taxpayers in resolving their problems, while exploiting electronic data and implementing many inspection measures to create the most favorable conditions for taxpayers."

Since the beginning of 2023, the tax sector has collected nearly 12 billion VND from sales on e-commerce platforms of 134 business households. Of which, Ms. Vuong Ngoc Thao is one of the business households that pay the most taxes in Lao Cai , deducting 1.5% of revenue each month to pay taxes. According to Ms. Thao, the management and monitoring of revenue sources on e-commerce platforms is very clear, public and transparent.
Ms. Vuong Ngoc Thao, owner of an e-commerce business, shared: "After being instructed by tax officials, I fully complied with the regulations and also instructed the people. The people were very happy and actively paid taxes to contribute to building the country."

The Tax Department is actively coordinating with relevant agencies to review organizations and individuals doing business online, and at the same time applying many measures to manage tax payment according to regulations.
Ms. Duong Thi Thu Hang, Director of Lao Cai Provincial Tax Department, affirmed: “We are strengthening tax management measures for e-commerce, especially for businesses and individuals operating on e-commerce platforms. This is to create voluntary compliance among taxpayers and ensure that failure to pay taxes will lead to enforcement measures from authorities.”
In addition, the tax sector has also advised the Provincial People's Committee to issue documents on tax management for e-commerce business activities. This is an important legal basis to improve tax management efficiency, while protecting the rights of e-commerce businesses in Lao Cai province.
