Strengthening the application of science and technology in anti-counterfeiting

The Institute of Criminal Science (C09), Ministry of Public Security and the National Center for Codes and Barcodes (National Committee for Standards, Metrology and Quality, Ministry of Science and Technology) have just signed a memorandum of cooperation, marking an important step forward in improving the effectiveness of the fight against counterfeit goods using standard-technology solutions.

Recently, in Hanoi , the Institute of Criminal Science and the National Code and Barcode Center signed a Memorandum of Understanding to strengthen cooperation in preventing and combating counterfeit goods, trade fraud and improving the efficiency of management and traceability of products nationwide.

The signing of the Memorandum of Understanding took place in the context of the complicated situation of production and trade of counterfeit and poor quality goods, seriously affecting the interests of consumers, the business environment and the reputation of enterprises. In recent times, the criminal technical force of the Ministry of Public Security and the national barcode system have had initial coordination in verifying information, supporting the inspection and appraisal of a number of key goods.

The two units' enhanced connection will help support authorities in appraising and checking product origins; promote the application of identification codes and traceability in market management; enhance information sharing to serve the investigation and verification process; contribute to market transparency and protect legitimate businesses.

Speaking at the ceremony, Dr. Bui Ba Chinh, Acting Director of the National Code and Barcode Center, said that the signing ceremony opened a comprehensive cooperation step between the Institute of Criminal Science and the National Code and Barcode Center in developing and applying anti-counterfeiting technologies based on codes, barcodes and appraisal results, while building and exploiting a shared database, thereby promptly protecting the interests of consumers and legitimate businesses.

The coordination between the two agencies will contribute to improving product transparency in the market, supporting legitimate businesses and enhancing the effectiveness of supervision by functional forces.

Dr. Bui Ba Chinh added that the National Code and Barcode Center is currently the only unit in Vietnam authorized by the international Global Code and Barcode Management Organization (GS1) to issue and manage the code and barcode system, and at the same time operate many databases to serve the traceability and authentication of product information.

Close coordination with the Institute of Criminal Science will help this capacity to be more effectively promoted in practice. The Center will coordinate seriously and responsibly, mobilizing professional resources, technical infrastructure and data to effectively implement cooperation contents.

According to representatives of the two agencies, the signing of the Memorandum of Understanding opens up a more flexible and effective coordination mechanism in the coming time.

In the coming time, the two units will develop a detailed implementation plan, continue to concretize coordination activities, thereby actively contributing to the common goal: ensuring safety, transparency and sustainable development of the Vietnamese goods market.
