In document 3034/SGDĐT-CTTT-KHCN sent to the Departments of Education and Training and affiliated educational institutions regarding the implementation of information technology (IT) application and digital transformation tasks for the 2024-2025 school year, the Department of Education and Training noted that units should continue to connect education and training databases to improve the convenience and efficiency of education management; implement digital student records; and build a database of diplomas and certificates towards digital diplomas and certificates.

Units should strengthen the conditions for ensuring technical infrastructure and IT application skills in management, administration, teaching, learning, nurturing, caring for, and educating children, as well as in testing and evaluation in education; and continue to build a national digital infrastructure for learning and a shared digital learning resource repository for the entire sector.
Furthermore, it is essential to enhance the application of artificial intelligence in teaching, learning, and educational management, along with developing solutions to ensure a safe digital learning environment; improving digital skills for learners, teachers, and educational administrators; continuing to implement a nationwide digital library system; and effectively utilizing the shared digital learning resource repository and online question bank.
To implement the digital transformation in teaching, learning, and assessment, the Hanoi Department of Education and Training requires all units to continue effectively implementing Circular No. 09/2021/TT-BGDĐT regulating the management and organization of online teaching and learning. Specifically, units should maintain and maximize the benefits of learning management software (LMS) in online teaching and learning activities, making it an essential, daily educational activity for every teacher and every learner.
Schools are strengthening the development of digital learning materials, contributing learning materials, and effectively utilizing the shared learning resource repository of the education sector in organizing teaching and assessment.
Furthermore, strengthen the implementation of regular and periodic assessments on the Hanoi Study system and the industry's communication applications; urge the deployment of educational communication software to enhance interaction between families and schools, support teachers in assigning homework to students, conduct assessments, and coordinate with families in implementing educational activities.
The Department of Education and Training and schools regularly organize training to improve digital skills for teachers; prioritizing training content relevant to their work; reviewing, investing in new, and purchasing additional computers to meet the requirements of teaching computer science; purchasing equipment to support the development of digital learning materials and online teaching; continuing to effectively implement the electronic library system; and implementing solutions to ensure a safe digital educational environment in schools.
In the 2024-2025 academic year, schools will continue to implement the provision of personal digital signatures for 100% of their staff, teachers, and employees; allocate resources to implement digital student records within schools; and strive for 100% of educational institutions to adopt cashless payment methods for tuition fees and other charges.
The Department of Education and Training also encourages schools to implement solutions to ensure safety and security in the educational environment, aiming for a "Smart School Gate" through methods such as card-based access control, facial recognition, and automatic attendance tracking.
