Certificate of Merit awarded to 2 people who saved a drowning boy in Ninh Giang commune

On the morning of August 5, the leaders of Ninh Giang Commune People's Committee awarded Certificates of Merit to Vu Hong Phong, a 6A4 student at Phuong Dinh Secondary School (Ninh Giang Commune) and Nguyen Van Duy (40 years old, Van Canh Village, Ninh Giang Commune) for their brave actions in rescuing a drowning person in the canal.

Previously, on the evening of August 2, a 4-minute video clip was circulated on social media, recording two children riding bicycles and unfortunately falling into a canal in Van Canh village, Ninh Giang commune. According to the clip, after falling into the canal, one child was lucky enough to climb to the shore and immediately ran to call an adult to save the other child. The road was quite deserted at that time, some other children riding bicycles passing by the area also stopped but just stood and watched.

After about 1 minute, a student ran over, observed the situation, then quickly jumped into the canal to rescue the victim who was slowly sinking under the water. Immediately after, a man near the scene also rushed over, jumped in to help, carried the child to shore, and together with everyone else quickly performed first aid measures.

According to Mr. Nguyen Hong Son, Vice Chairman of Ninh Giang Commune People's Committee, on the afternoon of August 2, in Van Canh village, an incident occurred in which two children (7 years old and 5 years old) were riding a bicycle and unfortunately fell into the canal. The first person to go into the canal to save the 5-year-old child who was gradually drowning was Vu Hong Phong, a student of class 6A4, Phuong Dinh Secondary School.

Recalling the moment he encountered a drowning person, Vu Hong Phong shared: When I heard a commotion at the bridge over the canal in Van Canh village, I ran to observe and saw the incident. I know how to swim and have also been exposed to knowledge about rescuing drowning people... In that urgent situation, I quickly jumped into the water because the victim had fainted. I jumped down, grabbed my friend and pushed him to the shore. But when I got to the middle of the canal, I was too weak to carry the child to the shore. Luckily, an adult ran over and jumped in to help.

Officials and people of Tien Binh village (Ninh Giang commune) commended Vu Hong Phong for his brave act of saving a drowning person.

The person who jumped into the river after Vu Hong Phong was Nguyen Van Duy, born in 1985, living in Van Canh village, Ninh Giang commune.

Mr. Duy said that his house was only a few dozen meters from the scene. While sitting in the house, he suddenly heard shouts of "drowning". Without thinking much, he immediately ran outside and jumped straight into the canal.

“When I ran out, I saw Phong in the water saving the child, trying to swim to shore. I quickly jumped in, swam out and picked the child up. Saving a drowning person is a matter of seconds, luckily Phong got in first, if he had been a little later, I don’t know what would have happened,” Duy shared.

After bringing the victim to shore, Mr. Duy and everyone around performed first aid. Thanks to early detection and timely first aid, a few minutes later, the child gradually regained consciousness.

It is known that the canal section passing through Van Canh village is relatively long and deep, many sections do not have guardrails, making it dangerous for passersby. Previously, there have been a few incidents of children accidentally falling into the canal.

Ms. Nguyen Thi Van, Vu Hong Phong's parent, shared: Our house is about 2 km from where the incident happened. I was not at home that afternoon. When I came home from work and heard the story and watched the video online, I was also shocked. I also asked why my child did not call an adult, he replied that a friend had called and he was afraid he would not be able to save the child in time. My husband and I are very proud of our child for being brave and having good skills.

The leader of Ninh Giang Commune People's Committee added that the local government has sent officials to visit the child in need. The child's health is now stable. At the same time, Vu Hong Phong and Nguyen Van Duy were promptly rewarded for their brave actions in saving people; and knowledge about drowning prevention was disseminated to local people.
