Increase tax management for households and individuals doing business when eliminating lump-sum tax

Implementing the roadmap to convert tax management methods for business households and individuals when eliminating lump-sum tax from January 1, 2026, Nghe An province is synchronously deploying many solutions to ensure the conversion process takes place smoothly, transparently and in accordance with regulations.

Accordingly, Nghe An Provincial Tax Department focuses on building propaganda, training and professional guidance programs for business households on the use of electronic invoices, eTax Mobile application and electronic tax services.

The goal is to help households clearly understand the benefits of switching to the tax declaration method, proactively fulfilling tax obligations in accordance with regulations. The Tax Department also organizes direct support forms, "hands-on" for each household, especially in the period before and after the conversion, to ensure that business households can declare and pay taxes proficiently.

In addition, the Tax Department reviewed the subjects eligible to use electronic invoices from cash registers; proposed solutions to support households facing difficulties in information technology infrastructure and financial conditions in accordance with the direction of the Prime Minister . Many direct support points were set up in markets, business streets, and residential areas to promptly resolve arising problems. At the same time, the Tax Department coordinated with local authorities to organize mobile support groups according to the motto "going to every alley, knocking on every door, checking every household", ensuring that each business household has access to information and guidance at least once.

Along with propaganda work, Nghe An Tax Department strengthens inspection and examination activities, closely coordinates with the Police, Market Management and authorities at all levels to prevent tax fraud. Tax evasion, invoice trading, and trading of goods and services without issuing invoices will be strictly handled. The Tax Department closely monitors the implementation progress, summarizes problems and proposes to the Provincial People's Committee for consideration and direction to resolve.

The Provincial Vietnam Fatherland Front Committee and socio- political organizations also coordinated to widely propagate to members, especially small traders and small businesses in markets and trading streets. At the same time, the Vietnam Chamber of Commerce and Industry (VCCI) Nghe An - Ha Tinh - Quang Tri Branch and business associations organized seminars, dialogues and training courses to support raising awareness and skills for businesses and business households.

Nghe An Provincial Police were assigned to strengthen supervision and handle tax evasion, investigate cases of buying and selling invoices, and take advantage of the policy of converting methods to commit tax fraud.
At the grassroots level, the People's Committees of communes, wards and towns established a Steering Committee for "Implementing the conversion of tax management models and methods for business households when eliminating lump-sum tax". Localities guided business households in tax registration, use of electronic invoices; coordinated with tax authorities in inspection, supervision and handling of cases of non-compliance with regulations on invoices and documents.

Previously, the Nghe An Tax Department organized a "30-day and night campaign" to accelerate the progress of converting the tax management model for business households. The province set a target of completing 100% of households required to use electronic invoices generated from cash registers to register and use them properly; reaching 80% of households in difficult areas and 100% of households in the remaining areas to install and use eTax Mobile. In addition, 100% of business households with revenue of 1 billion VND/year will have to complete the conversion to the declaration method before November 30, 2025, ready for the abolition of lump-sum tax from January 1, 2026.

During the implementation process, the grassroots tax teams coordinated with the People's Committees of communes to organize meetings with business households, provide instructions on how to use electronic invoices from cash registers, support the installation of eTax Mobile and promote the conversion to the declaration method. At the same time, the Tax sector encouraged households with revenue of 3 billion VND/year or more to consider converting their models and registering to establish businesses.

According to statistics from the Nghe An Tax Department, by the end of October 2025, the whole province had more than 67,600 business households, of which over 1,100 households were paying taxes by the declaration method; nearly 29,000 households were paying taxes by the lump-sum method; nearly 1,300 households had registered to use electronic invoices generated from cash registers.
