This is an extremely important political task, with a specific deadline and cannot be delayed. Therefore, the requirement is to carry it out urgently, responsibly and effectively.
Before August 1, 180 hectares of land clearance must be completed.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thai Bao, Head of the Steering Group for relocation, compensation, and site clearance of Bien Hoa 1 Industrial Park (referred to as the Steering Group) at the end of May requested the Provincial Party Committee and People's Committee to direct the acceleration of the implementation progress. Before August 1, 180 hectares of land must be completed for site clearance; the remaining area must be completed this year.
To achieve this goal, the Head of the Steering Group proposed many solutions, notably establishing propaganda and mobilization teams to create consensus among organizations and individuals subject to relocation. Priority is given to mobilizing enterprises with large land areas and many machines and equipment. Along with that, it is necessary to strengthen inspection of compliance with legal regulations; at the same time, flexibly apply legal regulations to develop appropriate compensation and support policies.
According to the Project to Convert Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and Improve the Environment, Bien Hoa 1 Industrial Park has an area of about 330 hectares. By the end of May, the authorities had cleared nearly 46 hectares.
Vice Chairman of the Provincial People's Committee Ho Van Ha said that, implementing the direction of the Head of the Steering Group, the Provincial People's Committee has assigned departments and branches to build the overall progress of the gantt road, dividing it into specific groups of work to ensure the completion of tasks according to the time frames required by the Head of the Steering Group. The tasks being focused on include: completing the inventory of land and assets on land, valuing assets, developing compensation plans, supporting businesses; mobilizing people to receive compensation, dismantling assets to hand over the site. Due to the upcoming abolition of the district-level administrative unit, the Provincial People's Committee requires Bien Hoa city to complete the site clearance of all land areas managed and used by people before June 30.
“The province has directed relevant units to strive to complete the site clearance of 180 hectares of priority areas before August 1 to start construction of the Provincial Political and Administrative Center and organize auctions of land plots. This is an important political task that cannot be delayed,” emphasized Vice Chairman of the Provincial People’s Committee Ho Van Ha.
Completing site clearance on schedule is a mandatory requirement, as the province plans to simultaneously start construction of the Provincial Political and Administrative Center and many other important projects on the occasion of National Day (September 2). In addition, in the context of merging Dong Nai and Binh Phuoc provinces, preparing offices and accommodation for staff and civil servants is also very urgent.
Prioritize consensus-building solutions
The land clearance work for Bien Hoa 1 Industrial Park is assigned to two leading units: Bien Hoa City People's Committee is in charge of the land managed by households and individuals; the Provincial Land Fund Development Center is in charge of the land leased by enterprises. These units are urgently implementing steps in accordance with legal procedures and regulations to soon have a clean site.

On May 30, the center completed the inventory of assets of all enterprises in Bien Hoa 1 Industrial Park. The unit is coordinating with the People's Committee of An Binh Ward to determine the origin of land and assets attached to land, and at the same time coordinating with the asset valuation consultancy unit; then it will establish, post, complete the compensation plan, submit for approval and make payment and recover land.
“We are working with a sense of urgency and high responsibility to soon complete the compensation plan for businesses,” said Mr. Phu.
Regarding land managed by individuals and households, according to Vice Chairman of Bien Hoa City People's Committee Vu Quoc Thai, the city has so far persuaded nearly 200/355 cases to agree to relocate. The remaining cases are still being persuaded. The city strives to complete the clearance of nearly 6 hectares of land in June as required by the province.
The province is applying many measures to accelerate the implementation of the Project to Convert the Bien Hoa 1 Industrial Park into a commercial and service urban area and improve the environment. The priority solution is to propagate and mobilize to create high consensus, minimize measures to force land recovery and sanction administrative violations.
Nguyen Quoc An, Deputy Head of Dong Nai Industrial Park Management Board, said that in order to increase consensus among businesses and shorten the time to post compensation plans, following the province's direction, the board has established two propaganda teams chaired by Dong Nai Industrial Park Management Board and Industrial Park Development Corporation (Sonadezi). This week, the working groups will begin working.
Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that it is necessary to apply the spirit from the site clearance work of Sub-Project Component 1, Bien Hoa - Vung Tau Expressway Project. In which, the principle is to be firm in policy, flexible in advocacy and persuasion. Every week, the Provincial People's Committee will hold a meeting to review progress and evaluate the implementation responsibilities of each unit.
