Accelerate the implementation of the campaign to enrich and clean up land data

The campaign to enrich and clean up land data has passed more than half way. Localities in the province are mobilizing the entire political system to participate, speeding up the implementation of data collection and processing with a spirit of urgency and high determination, contributing to the construction and completion of a land database that is "correct - sufficient - clean - alive - unified - shared".

To implement the campaign to enrich and clean up land data, Luu Ve commune quickly developed a plan, implemented the campaign, established a steering committee and working group, and at the same time promoted propaganda and dissemination of the plan, purpose and meaning of the campaign to the people for coordination and implementation.

Not only working during the day, the cadres in the villages are also present at the village cultural house from 8pm to midnight to receive information and process data. After 55 days and nights of implementing the campaign, Luu Ve commune has collected land data of 33/36 villages with a total of 6,050 scanned data/about 7,300 cases that need data collection to provide to the land registration office.

Mr. Nguyen Viet Vuong, Deputy Head of the Economic Department, People's Committee of Luu Ve Commune said: "The locality has deployed data collection, digitization, and creation in the spirit of focusing on prioritizing task implementation, resolutely, scientifically, qualitatively, and effectively with the participation of the entire political system according to the principle of ensuring unity, synchronization, and ensuring network information security during the deployment and implementation process."

However, during the implementation process, Luu Ve commune is also facing some difficulties such as: Many households work far away, not present in the locality, making data collection difficult; for planning areas without houses on the land, the landowner is not a local, the commune cannot collect data; providing records and data for households currently borrowing capital from banks by mortgaging red books is also difficult...

Since the campaign to enrich and clean up land data was implemented, Quang Ninh commune has established 19 working groups/19 villages with members including civil servants of the committee, police, women, youth union, village chief, village secretary, and security and order team who are regularly present at the cultural house to guide citizens to do procedures to digitize land data.

After more than half of the campaign, Quang Ninh commune has collected 2,152/about 5,000 cases that need data collection. To speed up the campaign implementation, Quang Ninh commune is implementing peak periods in the whole commune to collect and process data to ensure "correct - sufficient - clean - alive", ensuring unity, synchronization, and conformity with the 2-level local government organization model. In addition, along with the implementation at village cultural houses, village cadres and members of the working group will proactively go to households with elderly, sick, or difficult-to-travel people to collect land data.

Ms. Le Thi Kim Chi, Deputy Head of the Economic Department, People's Committee of Quang Ninh Commune said: "For about 200 households that are mortgaging their red books at banks and credit institutions to borrow capital, the commune will make a list and send a document to banks and credit institutions requesting coordination in providing information. In addition, the commune will also promote propaganda on the commune loudspeaker system and on zalo groups so that people understand the purpose and meaning of the campaign, thereby coordinating and accompanying."

As of October 19, in the whole province, 26/166 communes and wards have built land databases (of which 20 commune-level units have completed the land database, 6 commune-level units have only partially built the land database). The province has created identification codes for 173,816/732,924 land plots in 26/166 communes and wards, reaching 23.7%. The whole province has a database of 732,924 land plots.

In addition, Thanh Hoa Provincial Police coordinated with the Department of Agriculture and Environment to send data to the Department of Administrative Police for Social Order (Ministry of Public Security) to match 237,551 land data with 392,656 land users that needed to be matched with the national population database. Of which, information was found for 287,234 landowners; no ID card was found, and there were 105,422 cases of incorrect owner information.

The campaign to enrich and clean up land data in the province was implemented from September 1 to November 30. For the campaign to be successful and completed on schedule, it requires great efforts from all levels of government from the province to the grassroots as well as the coordination of households and related agencies and organizations.

When land data is standardized, enriched, and cleaned, each plot of land will have its own identification code. When people look up land information on VNeID, it will be complete and transparent, while also helping to reduce paperwork, aiming to quickly resolve administrative procedures, contributing to the effective implementation of digital transformation in the field of natural resources and environment, towards a comprehensive, convenient, and effective digital transformation for the entire population.
