Aiming to put the province in the TOP 10 leading localities nationwide in terms of e-commerce development index, the Provincial People's Committee has issued a Project on e-commerce development in Vinh Phuc province until 2025, with a vision to 2030. With many specific solutions, the project has created a driving force to create a synchronous and modern e-commerce development ecosystem, promoting production and business enterprises to change their business thinking from the traditional environment to the digital environment, creating high added value for the trade sector.

Implementing the "One Commune One Product (OCOP)" Program for the period 2021 - 2025, the Provincial Office of the New Rural Development Program Coordination recently organized an e-commerce sales training conference for participants in the OCOP Program in 2023. Here, the participants shared experiences in implementing online sales methods at a number of establishments; thereby, gradually building a production, business and product consumption plan suitable to actual conditions.
According to the assessment of the Vietnam E-commerce Association (VECOM), Vinh Phuc is considered a locality that is quick to apply e-commerce methods. Telecommunications and internet infrastructure is invested in a relatively synchronous and modern manner, with stable quality, meeting the needs of organizations, businesses and people in the area.
Awareness of the position, role and benefits of e-commerce, leadership, direction and management of officials and civil servants in state agencies are increasingly enhanced, creating motivation for reform and maximum support for enterprises participating in production and business in the context of our country's economy deeply integrating with the world economy.
From 2021 to 2023, the province has always maintained its position in the top 15 localities with the best e-commerce development index in the country. Many people have electronic accounts, shopping online on major e-commerce sites nationwide; 100% of supermarkets and shopping malls have cashless payment devices - POS.
The province currently has 72% of small and medium-sized enterprises using digital platforms in production and business management and operations, with the number of websites of enterprises in the province with buying and selling functions increasing by 10 - 15%.
Although it is among the localities with the best e-commerce development index in the country, compared to the two leading cities of the country, Ho Chi Minh City and Hanoi , Vinh Phuc is still quite far behind.
In 2022, the province's e-commerce scale will only account for about 7.5% of total retail sales of goods and consumer service revenue; in which, in the retail sector of goods alone, the ratio of online retail sales of goods to total retail sales of goods will account for about 8.5%.
The province does not have a large-scale e-commerce trading floor, e-commerce development support services have not really developed, have not built trust and well protected consumers in e-commerce transactions. This reflects that although the province has implemented many activities to support e-commerce development, they have not been really effective.
In order for e-commerce to develop sustainably and create a foundation for sectors, levels, business communities, and political organizations to build and implement specific plans and solutions towards the goal of making Vinh Phuc one of the top 10 localities in the country in e-commerce development, the Provincial People's Committee has recently issued the "Project on E-commerce Development in Vinh Phuc Province to 2025, with a vision to 2030".
Accordingly, the province aims to develop e-commerce into a mainstream form of commerce, effectively exploiting the digitalization trend with the development of electronic payment methods and new, non-cash payment tools; increase investment, technology development, infrastructure connection, and investment in information technology to ensure safety and convenience for consumers in the process of participating in e-commerce transactions.
Improve the quality of e-commerce human resources in a professional manner, meeting the increasing demands of e-commerce development. Prioritize the development of e-commerce types that have a pervasive effect and impact in supporting production and circulation. Build and develop a synchronous and modern e-commerce ecosystem.
Form a number of large-scale enterprises operating in the field of providing e-commerce services with the ability to lead the e-commerce market in the province and region.
Innovate state management of e-commerce towards respecting the operating rules of the e-commerce market, strictly enforcing legal regulations in the field of anti-counterfeiting, counterfeiting, trade fraud, and violation of consumer interests.
