One typical example is the Dao Nhi Thanh Do Ha Long massage service establishment (Hong Hai ward, Ha Long city). This is a sensitive service business establishment that requires close supervision of security and order. Through on-site inspection, the authorities assessed that the establishment complies relatively fully with legal regulations, has a valid license, and has a healthy operating environment. However, there are still some points that need to be improved such as: The massage process has not been fully listed, the arrangement of cabinets and equipment in the room is not reasonable, the fire extinguishers are not complete, not placed in a position that is easy to observe, easy to take and easy to use in case of emergency... Ms. Nguyen Thu Huyen (Facility Manager) said: "After being reminded by the working group, the facility immediately seriously corrected the shortcomings. The facility currently has 10 employees, who are regularly trained to improve their skills, as well as legal awareness, ensuring professional service to customers, following procedures and regulations, preventing negative behaviors that may arise...".

Not only massage establishments, hotels and tourism businesses in the area are also increasingly paying attention to ensuring security and order, especially in the context of the increasing number of tourists to Ha Long.

At Paddington Halong Bayview Hotel (Hong Ha Ward), Ms. Bui Minh Tram (CEO of the Hotel) said: As soon as guests check in, the unit updates their accommodation information into the system. In addition to the surveillance camera system, hotel staff are well-trained to detect suspicious behavior and can refuse guests immediately if they see strange signs related to social evils, such as using illegal substances or unhealthy behaviors. The unit tightens control over guests staying overnight and has a quick response mechanism when detecting odors or strange objects in the room.

Not only the accommodation facilities on shore, the cruise ships with 3-day, 2-night or 2-day, 1-night cruises on Ha Long Bay are also special accommodation facilities at sea. Bhaya Cruise Co., Ltd. has strictly implemented the declaration of guest information. According to Ms. Tran Linh Trang, Head of the Human Resources Department, the Company closely coordinates between the operations and sales departments, declaring guest information right from the time of booking tours according to 2-3 day itineraries. Before guests board the ship, at the check-in counter, the Company fully checks the identification documents to match the information the guests booked as well as identification, for Vietnamese guests use ID cards, while international guests must have a valid passport and visa, with confirmation stamps from the authorities.

After implementing the two-level local police model, without the district police, most businesses in the province have changed their security management unit. This requires businesses to quickly update information and redo procedures in accordance with the new management level. The police force also guides businesses to complete their records to ensure compliance with legal regulations.

Lieutenant Colonel Tran Minh Hien, Team Leader of the Department of Administrative Management of Social Order (Provincial Police) said: Inspection and supervision of establishments are integrated with guidance and dissemination of laws, especially new regulations. In addition to regular inspections, the unit strengthens surprise inspections to promptly detect and handle violations such as failure to declare residence, illegal use of seals, possession of weapons or failure to ensure business conditions according to regulations.

In the first 4 months of 2025, the Department of Administrative Police for Social Order has administratively sanctioned 31 individuals and organizations. Common violations include: Illegal possession of weapons, failure to carry out procedures for reissuing seal sample certificates, failure to store information of guests, and failure to keep a business activity logbook in accordance with regulations.

Strengthening the inspection and management of conditional business lines on security and order not only aims to prevent violations of the law but also to raise awareness and responsibility of business owners in enforcing the law. Thereby, maintaining security and order in the area, contributing to creating a safe, transparent and healthy business environment.
