Creating influence and motivation right from the start in implementing Resolution No. 39 of the Politburo

On the afternoon of August 25, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of August 2023 of the Provincial People's Committee.

MANY BRIGHT SPOTS IN DIFFICULT CONTEXT

At the meeting, leaders of the Provincial People's Committee and departments, branches and sectors focused on discussing the socio-economic situation; the implementation of the state budget estimate in August, key tasks and solutions for September 2023.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested the Provincial People's Committee to supplement the draft Resolution on tuition fees for the 2023-2024 school year to submit to the Provincial People's Council at the upcoming thematic session; urgently complete the documents for the committees of the Provincial People's Council to review.

Concluding the meeting, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that in August, despite the general difficult context, the province's economic situation had positive changes. The agricultural sector maintained stable production, and industry began to change.

The highlight of August as well as the first 8 months of the year is the result of attracting investment with a total newly granted and increased capital of more than 28,834 billion VND, of which the newly granted capital is more than 26,103 billion VND, an increase of 2.6% in the number of projects and an increase of 1.4 times in total registered capital compared to the same period. In particular, foreign investment capital is showing positive signals and results to surpass the 1 billion USD mark.

The Chairman of the Provincial People's Committee emphasized that one of the reasons for the province's achievement of the above results is that the province's attitude towards investors is being evaluated well. It shows that the time to process procedures for investors is very fast, for example, the issuance of an investment registration certificate to the investor Shandong Innovation Metal Technology Group (China) in just 5 working days.

On the other hand, the province has organized many exciting cultural and sports activities with a series of activities of the Nghe Tinh Vi and Giam Folk Song Festival and the Marathon "Returning to the Vi and Giam region"; thereby attracting many tourists to Nghe An, spreading the image of the homeland, people and culture of Nghe An. The situation of ensuring national defense - security, social order and safety has been maintained; the atmosphere is exciting in localities during the national festival to protect national security.

In addition to the achieved results, Chairman of the Provincial People's Committee Nguyen Duc Trung also emphasized that the production and business situation of enterprises and the province's budget collection results faced many difficulties; disbursement of public investment capital and implementation of 3 national target programs were still slow; administrative reform had changes but there were still many shortcomings in a number of sectors and localities.

SOON PUT RESOLUTION NO. 39 INTO LIFE

Emphasizing the tasks and solutions in the coming time, the Chairman of the Provincial People's Committee requested all levels and sectors to proactively follow closely, grasp the situation, promptly resolve issues for people and businesses; review the goals, targets and tasks assigned to the sector in the growth scenario to strive to achieve the highest level set.

In particular, the Agriculture sector proactively takes measures to prevent natural disasters, especially in areas at risk of landslides, ensuring the safety of people's lives and property. The Industry and Trade sector proactively reviews and actively supports enterprises in production and business and implements major tasks of the sector.

Regarding the key tasks in September, the head of the Provincial People's Committee requested departments and branches to carefully, fully and qualitatively prepare the contents to be presented at the thematic meeting of the Provincial People's Council in early September.

In particular, departments and branches prepare the best conditions for the conference to disseminate Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. In particular, complete comments on the Government's Action Program; complete the Provincial Party Committee's Action Program.

We must spread, inspire, and create motivation right from the start to effectively implement the goals in Resolution No. 39 of the Politburo. On the other hand, we must organize immediate implementation, soon put the Resolution into practice, and turn the Resolution into a specific resource and driving force for the province's development.

The Chairman of the Provincial People's Committee also assigned the Department of Planning and Investment to proactively coordinate with relevant agencies to complete the Provincial Planning for the period 2021-2030, with a vision to 2050, for submission to the Prime Minister for approval. In addition, continue to implement key and important projects of the province, including the Cua Lo Deep-water Port Project, the LNG Thermal Power Project in Hoang Mai Town, and the project to upgrade and expand Vinh International Airport.

The Management Board of the Southeast Economic Zone needs to complete procedures to start the Tho Loc Industrial Park - VSIP 2 Nghe An project in September; remove obstacles and difficulties in project implementation of FDI investors, and soon put the projects into operation.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested that sectors have fundamental solutions to carry out the task of budget collection in difficult conditions, strive to achieve and exceed the estimate assigned by the Provincial People's Council; and not make unnecessary expenditures.

Departments, branches and localities carry out the disbursement tasks according to the Conclusion at the provincial meeting on disbursement of public investment capital, 3 national target programs and the socio-economic recovery and development program. In particular, units with disbursement results below the average level of the province are required to report on the work done every 10 days.

Regarding the cultural and social fields, the head of the provincial People's Committee requested the Education and Training sector to focus on preparing well for the opening of the new school year, especially ensuring enough textbooks and teachers, and having solutions to prevent overcharging in schools.

The Department of Home Affairs reviews and reports to the Provincial People's Committee on the recruitment of preschool teachers in localities. The Health sector proactively strengthens health check-ups and disease prevention. The Department of Labor, War Invalids and Social Affairs focuses on connecting labor supply and demand, creating jobs, and ensuring policies for policy beneficiaries.

Regarding administrative reform, the Chairman of the Provincial People's Committee requested that it be done more substantially and with clearer results. Departments, branches and localities need to improve the attitude, awareness, responsibility, working style and manner of cadres, civil servants and public employees to help the province's work go more smoothly and achieve more positive results. The Department of Information and Communications proactively implements the digital transformation task.

In addition, the sectors need to ensure national defense and security, maintain social order and safety to create a stable environment for the province to develop; resolve pressing issues at the grassroots level, and avoid the emergence of hot spots.
