On December 19th, in Can Tho City, the Business Forum newspaper organized a forum titled "Building a Sustainable Agricultural Ecosystem Towards the Net Zero Goal by 2050".
Here, Mr. Huynh Van Thon, chairman of Loc Troi Group, offered suggestions and proposals regarding the implementation of the project to cultivate 1 million hectares of high-quality, low-emission rice in the Mekong Delta.
Mr. Thon shared that the policies developed to implement the project of cultivating 1 million hectares of high-quality specialized rice are "ideal," but have hardly been applied, and those involved have received almost no benefits.
Mr. Thon cited the example of the project to cultivate 1 million hectares of high-quality rice. The corporation was very happy about it, but now its enthusiasm has "faded" because the project lacks coordinated management, policies, and support, which he likened to "an ecosystem that is fragmented like cold rice, not interconnected."
"I have two suggestions. First, we should divide the work among different parties: businesses, farmers, policymakers, and government leadership and guidance."
Secondly, regarding policy, farmers only need to borrow capital at an interest rate of 4.5-5%, and then access to it needs to be quick and easy. Simply put, how much is enough for the farmers?" he said.
According to Mr. Thon, the 1 million hectare project is an ecosystem where the state plays a connecting role, so if the chairman of the provincial People's Committee acts as the "commander" in each province, management will be very effective.
Mr. Le Van Han, Chairman of the People's Committee of Tra Vinh province, also stated that the province's pilot model implementing the 1 million hectare high-quality rice project at Phuoc Hao and Phat Tai cooperatives has shown that it helps farmers reduce production costs by 3.5 - 4 million VND/ha; increase productivity by about 5-6%; increase profits by 20-25%; and reduce emissions by 30-40% compared to areas outside the pilot model.
However, Mr. Han also acknowledged that there are still many difficulties and obstacles that need to be overcome, including limited access to capital. Many models are only applied in certain stages, so the production chain is not synchronized, the initial investment is large, the payback period is long, and the prices of agricultural products fluctuate, leading to farmers being hesitant and hindering the scaling up of these models.
