
Immediately after launching the "30-day intensive campaign to transform the model from lump-sum tax to declaration-based tax," the Dien Bien Provincial Tax Department established working groups led by senior officials to directly supervise the implementation at the grassroots level.
Local tax authorities organized a conference to disseminate the new tax management model, clarifying the benefits and obligations of business households when switching from the lump-sum method to the declaration method.
At the same time, communication efforts were intensified through various channels such as distributing leaflets, posting instructions on social media platforms like Zalo and Facebook, and the provincial tax website, as well as providing online support.
Some local tax authorities have adopted creative forms of communication, such as using official vehicles and personal cars of tax officials to broadcast messages along routes with a high concentration of businesses, hanging banners, and posting posters in markets and residential areas, creating widespread and effective information coverage.
Working groups at the local tax offices simultaneously deployed directly to each commune and ward, going "door to door, knocking on every door" to guide the installation of eTax Mobile, support the use of electronic invoices from cash registers, and disseminate tax policies and the conversion plan to business households in the area.

In addition, the Provincial Tax Department organized a signing ceremony for a cooperation agreement between the Dien Bien Provincial Tax Department and service providers such as Dien Bien Telecommunications ( VNPT Dien Bien) and the Military Industry and Telecommunications Group (Viettel) to coordinate the dissemination and guidance of tax policies; support business households in digital transformation; and widely implement electronic invoices in the province.
Throughout the campaign, hundreds of tax officials braved harsh weather, treacherous terrain, and remote roads; many worked late into the night, seizing every opportunity to visit individual businesses to disseminate information and provide support. The image of tax officials patiently guiding and answering questions from the central market to remote villages left a positive impression, demonstrating the dedication and responsibility of the department.
Thanks to close supervision, by November 29, 2025, just 24 days after implementation, the Dien Bien Provincial Tax Department had completed 100% of its plan ahead of schedule. A total of 10,203 business households subject to conversion were reviewed and supported: 232 households switched to tax declaration, 20 households converted to enterprises, and 9,951 households signed commitments to implement the tax declaration method in accordance with regulations.
This result contributes to the transparency of business operations, the accurate determination of revenue, the fairness of tax obligations, the reduction of inaccurate declarations, and the gradual modernization of tax management. This is an important milestone, demonstrating the determination and resilience of the Dien Bien Provincial Tax Department.
