Speaking at the workshop, Associate Professor, Dr. Pham Minh Tuan - Deputy Editor-in-Chief in charge of Communist Magazine emphasized: The main idea throughout the 13th National Party Congress is to take advantage of external resources, maximize internal resources, especially land resources, finance, cultural resources, science and technology, especially human resources, to achieve the goal of national development by 2030.

From the practice of national development in recent years and the development experience of countries around the world , it shows that resources play an important role in the process of implementing development goals.
In the current period, especially in the context of the Fourth Industrial Revolution, every country needs resources, both material and spiritual, both endogenous and exogenous, to produce wealth for society, not only to satisfy the basic needs of life, but also to build modern infrastructure, to realize a rich people, a strong country, and comprehensive human development. Resources are also the foundation for realizing social progress and equity, and are factors that ensure that no one is left behind in the development process.

Some presentations at the workshop affirmed: When considering the overall international context and domestic situation, without breakthrough thinking in exploiting, allocating and using resources in a reasonable manner, it will be impossible to effectively promote the great role of resources for development, and the country may even increasingly fall behind other countries in the region and the world.
Accordingly, to exploit, allocate, use and promote resources effectively, it is necessary to have a strategic vision, innovation, identify and grasp the objective requirements and demands of development, on that basis, build and organize the implementation of appropriate development policies and strategies to achieve the set goals.
