Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee chaired the conference. Attending the conference were Comrade Doan Thi Hau, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee and members of the Steering Committee; leaders of a number of communes and wards in the province.
According to the report at the conference, recently, the site clearance work for 10 key projects in the province continued to be focused on implementation.
As of now, for the Huu Nghi - Chi Lang border gate expressway project, the area of land handover has reached 96.5% according to the technical design clearance boundary (596.94 ha/618.1 ha); 22/26 110kV power poles, 134/154 35kV and 22kV line locations, 367/420 0.4kV line and pole locations have been relocated; 35/45 dumping sites have been handed over; 360/447 houses have been relocated.
For the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway construction investment project, the site has been handed over to the project enterprise for nearly 455 hectares, reaching 99.26% according to the land acquisition boundary of the technical design stage; basically completed the relocation of the technical infrastructure system; there are still 4 cases where houses have not been relocated; the construction and resettlement work and handover of the dumping site are still slow...
Regarding the VSIP Lang Son Industrial Park infrastructure investment and business project, up to now, over 206 hectares have been cleared, reaching 103.24% of the area of phase 1; 535/733 graves have been relocated throughout the entire project; decisions have been issued to approve the resettlement lottery results for 144 households and individuals. For phase 2, relevant units have counted 96 cases with an area of 41.9 hectares....
The implementation of land acquisition and clearance for other projects including: Cargo transit area in Dong Dang-Lang Son border gate economic zone (phase 2); Hoang Dong-Lang Son hotel and golf course project; Mau Son cable car and eco-tourism complex project; Green Garden urban area project; Provincial sports complex (items: Central stadium, multi-purpose gymnasium); Ly Thai To road extension project and residential area, Lang Son city resettlement; Resettlement and residential area Nam Nguyen Dinh Chieu, Lang Son city is also focused on implementation, however, the progress is still slow.
At the conference, representatives of a number of departments, branches, communes and wards focused on discussing and evaluating the results of site clearance work. At the same time, they raised difficulties and problems related to housing relocation, resettlement, technical infrastructure relocation... from which they proposed solutions to remove difficulties and problems, speeding up site clearance progress in the coming time.
Concluding the conference, the Provincial Party Secretary and Head of the Steering Committee highly appreciated the efforts of agencies, units, investors and project enterprises in implementing site clearance work in the past time. However, the workload is still large, requiring all levels and sectors to continue to focus on accelerating site clearance work in the coming time.
Regarding the tasks in the coming time, the Provincial Party Secretary requested members of the Provincial Steering Committee, departments, branches, communes and wards to focus, wholeheartedly, wholeheartedly, and with all their strength to complete site clearance for projects; especially the two expressway projects (striving to complete site clearance no later than August 5, 2025).
In particular, members of the Provincial Steering Committee and members of working groups need to promote their assigned roles and tasks to work with wards and communes to direct the resolution of difficulties in site clearance work. Wards and communes urgently establish steering committees; assign specific roles and responsibilities to each member. The Provincial Land Fund Development Center continues to coordinate with communes and wards with key projects to implement site clearance in accordance with procedures and promptly resolve difficulties and problems. Departments and branches review issues related to mechanisms and policies in support, compensation and resettlement to promptly remove difficulties and problems and resolve shortcomings...
For specific projects, the Provincial Party Secretary requested that the Party Committees and People's Committees of communes and wards with key projects must focus highly, have specific plans and solutions, and step up propaganda and mobilization to effectively carry out site clearance work. Relevant departments, branches, investors, and project enterprises need to closely coordinate with communes and wards to focus on removing difficulties and obstacles, thereby speeding up project implementation progress in accordance with instructions.
