Some other people shared that there would be no district-level organization in the future, some procedures would be transferred to the commune, some procedures would be transferred to the province, so they took the opportunity to go through the procedures for donation and transfer of land use rights because they were worried that the implementation process would be more complicated. On this occasion, the one-stop shop of the People's Committee of Hiep Hoa district received about 300 land applications per day, double the number in February and March.

According to a survey, for nearly 2 months now, the land registration office branches of districts, towns and cities have received a large number of records, a sharp increase compared to before. Specifically, in March, the whole province received more than 12.7 thousand records, an increase of 2,928 records compared to February. In the first 10 days of April alone, the whole province received more than 20.8 thousand records. Localities with a large and sharp increase in the number of records received include: Bac Giang city received 4,560 records in the first 10 days of April; Hiep Hoa received more than 2.6 thousand records; Viet Yen town received more than 2.3 thousand records; Luc Nam district received more than 1.8 thousand records...
From the beginning of the year to April 10, the units received a total of more than 55.3 thousand records. Administrative procedures that need to be resolved for the records include: Land registration, land change registration, issuance and exchange of land use right certificates, transfer of land use rights, inheritance, donation of land use rights...
According to Mr. Hoang Hai Lam, Director of the Land Registration Office (Department of Agriculture and Environment), to date, units in the province have resolved more than 53 thousand land records on time and ahead of schedule, and more than 2.2 thousand records are being resolved within the deadline. Although the records were resolved on time, the number of records in the land sector has increased sharply, so in recent times, the settlement of administrative procedures for people has been locally overloaded.
Not only the district-level land registration offices, but also some tax teams, the processing of documents related to financial obligations on land is locally overloaded. Mr. Nguyen Quang Thanh, Head of the Viet Yen - Hiep Hoa Inter-District Tax Team, said that at the end of March, due to the transition to a new operating model, the transmission system for receiving and processing information related to tax policies of the Tax sector was congested, so each day, the unit could only process 10 documents, a decrease of 30 documents compared to before. Up to now, the transmission line is basically smooth, but the unit lacks human resources because some officers are on leave. Tax officers have to work overtime to process all the documents.
Overcoming difficulties
The reason for the sharp increase in land records is that recently there has been information about the merger of administrative units, so real estate transfer transactions have been bustling. At the same time, localities have stepped up the issuance and exchange of "red books" according to Directive No. 30 dated January 31, 2024 of the Provincial Party Standing Committee on strengthening the leadership of Party committees to accelerate the issuance of certificates of land use rights, house ownership rights and assets attached to land associated with the construction of a land database in the province.
To implement Plan No. 26, dated February 13, 2025 of the Provincial People's Committee on implementing connection and sharing with the national database on population and cleaning and enriching land data in the province, in February 2025, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) issued a document requesting the People's Committees of districts, towns and cities to update information on land users on land use right certificates and property ownership rights attached to land to clean and enrich land data. This update requires changing information from identity cards to citizen identification cards on land use right certificates. The deadline for updating is before June 30, 2025. Due to the urgent time, the number of applications requesting information changes is too large while the number of human resources performing this task at land registration office branches is low, leading to overloaded file processing.
In addition, some tax units lack human resources and the Internet connection system is congested due to a recent change in operating model, making it difficult to process administrative procedures.

Faced with the above reality, Mr. Bui Quang Huy, Director of the Department of Agriculture and Environment, said that the Department has directed the Land Registration Office to send 5 officials to support the district-level land registration office branches. However, the number of files to be processed is still large, so on March 8, 2025, the Department issued an official dispatch requesting the Chairmen of the People's Committees of 7 districts, towns and cities with many files to arrange support for at least 2 officials for the land registration office branches in the area to perform the task of updating citizen identification information on land use right certificates to serve the cleaning and enrichment of land data.
Some inter-district tax teams have increased working hours, giving priority to adding staff to handle land-related documents. Mr. Tran Duc Hanh, Deputy Head of the Bac Giang City Tax Team, said that the Team has assigned 2 staff to the one-stop department of Bac Giang City (in Tan Tien Ward and Nham Bien Town) to receive and return documents. The unit has arranged 5 staff to handle documents at the headquarters, not allowing any delays. To overcome the overload situation, the Viet Yen - Hiep Hoa Inter-district Tax Team has arranged staff to work overtime according to the motto "finish the work but not finish the time".
Regarding this issue, at the recent regular meeting of the Provincial People's Committee, Comrade Mai Son, Permanent Vice Chairman of the Provincial People's Committee emphasized that the satisfaction index of people and businesses in the province in the first quarter of 2025 decreased sharply compared to 2024. The main reason is that the number of administrative procedures on land has increased and has not been resolved promptly. Therefore, the Department of Agriculture and Environment, localities and related sectors need to continue to have solutions to overcome and resolve quickly, ensuring smooth procedures.
Recently, the Provincial People's Committee issued a Plan to implement the program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 in the province. Accordingly, the whole province strives to reduce at least 30% of the processing time of administrative procedures by 2025; 100% of internal procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified, reducing processing time, implementation costs and revised and perfected to suit the apparatus arrangement...
